Mr. Sullivan introduced Senior Engineer Rick Alves. Mr. Alves said there will be two
phases to the project: Phase I will be constructing the diversion channel and filling;
Phase II will be constructing the primary spillway.
Mr. Annino asked what the state would do ifthe town can't fund the project. Mr.
Sullivan said fines have been handed out, but he said he doesn't want to get to that point.

5. Discussion with Kelt Hecht - Mansfi~ld Marketplace Signage
Mr. Hecht introduced Damon Irby from the sign company, then gave an update on
Mansfield Marketplace.
Mr. Irby explained the height limit for a pylon sign is 15 feet. They will be applying to
the ZBA for relief from the height limit for one 19- foot sign. Mr. Annino said the sign
should be all metal, not shingled. The board members agreed. The signs for Chipotle
and Sleepy's will go on the top two tiers. Friendly's Express will also be on the sign.
The sign will be internally illuminated and turned off one hour after the last store closes.
It was suggested a timer be used so the sign will not be left on all night.
Mr. Burke recommended sending the ZBA a positive recommendation on the variance
for sign height and area.
Motion: To send the ZBA a positive recommendation
(Annino-Feck) All in favor. PASSES.
6. Discussion of Subdivision and Special Permit Filing Fees
Mr. Burke explained the proposed 20% increase is because the fees haven't changed
since 2002. He showed the board a survey oflocal towns' fees, done by SRPEDD.
Mr. Annino said he is not in favor of increases. Mr. Feck agreed. Ms. Ashman-Collins
noted Mansfield's fees are among the highest in the area. Mr. French said we have
reasonable costs considering all reviews are done internally.
The board discussed reducing the percent of the increases and agreed that both special
permit and subdivision fees warrant additional discussion. Ms. Ashman-Collins
suggested researching fee increases more often, instead of proposing such a large
increase all at once. Mr. Burke explained the fees were last changed in 2002, but the
board looked at them in 2006 and did not want to increase them at that time.
