Town Hall on April 23rd and 24th. Another screening will take place at the
Mansfield High School Cafeteria on May 27th and 28th. This will be the last

program as of July 1st of this year. There was not enough interest or
participation - Mansfield only had 40 people participate in the
various programs offered.
f. Sign Municipal Roadway Vegetation Management Plan: Ray Martin signed
the yearly Municipal Roadway Vegetation Management Plan.
4. Old Business
At the March meeting Mike Healey told the board he would like more information
concerning the tobacco rules and regulations regarding tobacco compliance. He
said he would do the research and discuss the information at the next meeting.
He contacted Sarah McColgan, the Tobacco Control Director of MHOA, for
Information tobacco compliance; fines, programs, etc.
After discussing fines and suspensions with Sarah, Mike Healey would like to
eliminate the warning for a first offense and issue a $100.00 fine for the first
offense with a $200.00 and $300.00 fine for the second and third offense with
suspensions of the vendor's tobacco permit at the discretion of the board and
the health agent. Ray Martin agreed with the restructuring of fines but wants
more flexibility as far as the fines and suspensions are concerned.
Sarah McColgan also told him there are classes offered to towns to educate
vendors and their employees; each employee who sells tobacco products must
read a summary of the tobacco regulations and sign an employee agreement
form stating they have read and understand the regulations. She said the
employer must keep the forms on file. Some towns require the signed forms be
sent to the board of health. Other ways to make sure tobacco sales to minors
are greatly reduce: make sure required signage is visible to the customer; make
frequent compliance checks; schedule regular inspections.
Mike Healey thought it would be a good idea to make it a requirement in the
Town's permitting process that new retailers need to attend a class before being
Allowed to sell tobacco products and if a retailer failed a compliance check they
would be required to attend a refresher course.
Ray Martin suggested the discussion be continued,
Mike would like another compliance check done soon.
5. New Business
Nancy Wall wanted to give the board information about Earth Day, to be held
'.
April 18th from 9-1 at the Com cast Center. Scott told the board it is essentially
set up for recycling; they will take only items that can be reused or recycled
such as computers and toys. The event is made up of a consortium of towns-
Mansfield, North Attleboro, Plainville, Wrentham and Foxboro.
After hearing from Maureen Cardarelli, Mike Healey asked that at each meeting
a health topic or disease be presented to educate the board, to get a better
understanding of what Maureen does. Scott reminded the board that in the past
he gave workshops on various topics. He would be glad to conduct workshops
on pollution, housing problems, noise pollution or any other health issues
concerning the town. Mike Healey would also like to learn more about septic
issues and Title 5.
Nancy Wall asked about touring the wastewater treatment plant and Ray ex-
pressed an interest in touring the water-treatment plant.
