Budget Review
Mr. Gazzolo introduced Selectman Baldwin and Selectman Moran and said that they were attending the
meeting to discuss the town budget. Mr. Moran stressed the importance of presenting one budget at the
town meeting. Mr. Gazzolo passed out two budgets, one that shows some assumptions and one that
does not. Mr. Arnold said that the budgets being reviewed also show fiscal year's 2008 and 2009 so that
they can review how things have been handled in the past. It was stated that the Finance Committee has
not received an updated budget from the Town Manager since March 19. Mr. Arnold reviewed some of
the differences between the Finance Committee budget and the Town Manager's budget. Selectman
Moran stated that he believes that there is a more recent budget by the Town Manager; they should be
working with the most up to date information. Mr. Gazzolo expressed that the Finance Committee is most
concerned about fiscal years 2011 through 2014; he said that unless the revenue and expense numbers
change dramatically it will not be possible to maintain the staffing at the current levels. Mr. Gazzolo said
that if the Town Manager is going to make cuts and reorganize staffing then the Finance Committee just
needs to know the amount in monetary terms, they do not need to know what the actual cuts would be.
Discussions on unfunded liabilities will continue to take place.

There was a brief discussion of the letter from the Attorney General regarding the Finance Committee
meetings and minutes.
