Owners Project Manager discussion It was discussed that the committee would like to see Mr. Ahern as the OPM based on the results of the municipal complex. Mr. Ahern said that he is currently working on some larger projects with the water department but they should be winding down by the time this project is funded and placed out to bid for final design and construction. Mr. Ahern also stated that he spoke with Mr. Dumas earlier and that Mr. Dumas wanted to emphasize that we do have other projects ongoing, that we are busy, and suggests any arrangements be made in writing so there are no questions at a later date. Mrs. Doherty agreed and stated that a memo of understanding should be drafted with the chairman Mr. Annino and contain the details including the compensation package. Mrs. Doherty suggested that Mr. Annino work with Mr. Dumas to prepare a memo of understanding for Mr. Ahern to be the OPM. The committee also discussed that this process should be broken down into two phases as follows: Phase 1 being the initial design which will bring the project to a 50% design development milestone and, Phase 2 being when funding is in place and the project enters final design and construction. Motion: To appoint Mr. Ahern as OPM for the first phase of the project and that Mr. Annino as Chairman, works with Mr. Dumas on a memo of understanding as to the details and compensation. MBC members discussed and certainly not preferring it be a Leeds project. This building should be simple and not have elaborate costly systems such as lighting controllers that are not easily serviced. The firm chosen to do the design shall be required to do community outreach for the project as well as attend multiple public meetings, including town meeting, to assist with project approval. When a building location is chosen onsite, it will be a requirement that multiple borings and test pits are done by a geotechnical engineer to get soil analysis for site and foundation designs. The new center will have a kitchen but the details of how involved the kitchen will need to be will be in the design details. Mr. Ahern also suggested that we should consider a shelter at the new facility and Mrs. Doherty cautioned that what may be better suited is a warming, cooling and charging facility and that shelters come with different levels and requirements. Mr. Ahern spoke with Tree Tech on the eradication of the Japanese Knotweed along the shore line from Fulton Pond to Spring Street and was told it can be accomplished but takes 3-5 years and constant maintenance with herbicides after the fact. 4.
