Call to Order — Kevin Dumas calls the meeting to order and nominates Neil Rhein to serve as Chair of the Committee; Lee seconds the motion; role call vote all in favor 8-0; Neil is appointed as the Chair of the Committee. RFP Status Last meeting of the old Trash & Recycling Committee was June 30,2021. The committee presented recommendations to the Select Board for the upcoming RFP trash and recycling services on July 71h• The committee recommended to keep services at same levels. At the proposal conference, four companies attended but only two companies responded to the RFP; Waste Management and Republic. Neither followed the directions requested in the proposal. Waste Management was supposed to submit a proposal with both with total cart replacement and then with cart replacement on an as -needed basis; replace carts as -needed would be a 5% increase over five years; based on calls and level of service not an extraordinary number of replacements as -needed Locked into fixed price 5% this year and then every year after that goes up 4% ... years past 5% a year across the board negotiated down to reduce the numbers — unfortunately those were the only two vendors — Waste Management's cost proposal to replace all the carts was still $30,000 under Republic's numbers. Matt Jacques was curious as to whether environmental and fuel escalators were part of the contract and they are as fuel adjustments and recycling processing fluctuate with market — Right now we are paying about $33.38 per ton for recycling it is a very volatile market Under the new contract residents would by the white goods and bulky item stickers directly though Waste Management and Waste Management will charge either full price or, if the town wants to cover a certain amount, Waste Management will charge the difference— details would have to be worked out with Kevin and the Select Board — School just entered into a contract with Waste Management also. Would be no discount because school and town both have Waste Management contracts Christina makes a motion that the Waste Reduction and Recycling Committee recommend to the Select Board that the Town sign the contract with Waste Management with the option to use the existing carts starting July 1, 2022; Graham seconds the motion; the role call vote passes 8-0 Kevin and Neil would like to establish a regular date for the Committee to meet and it is agreed that it will be the first Thursday of the month at 4:30 p.m. with the first meeting taking place on March 31d, 2. Next Meeting Date: March 3, 2022 3. Adjournment Graham makes motion to adjourn; Christina seconds motion to adjourn; Vote to adjourn 8-0. Meeting Adjourned. Respectfully Submitted
