Re: Rumford River Site
Mansfield, MA
Dear Ms. Steele:
Enclosed are the results of tests performed on samples collected from the Rumford River Site.
This data has been generated as part of a preliminary assessment/site investigation for EPA's
Superfund Removal Program. By statute, threats to public health or the environment may be
addressed only if EPA determines they rise to the level of imminent and substantial
endangerment. The removal program should not be confused with EPA's remedial program that
addresses sites on the National Priorities List.
The enclosed data is being provided to you for the purpose of obtaining your recommendations
regarding the potential for adverse human health effects. Receiving your recommendations
within thirty (30) days from your receipt of this package would meet the needs of the removal
program.
Please address the following specific questions. These questions are not intended to limit your
response, but rather to assure EPA has the information it needs to make an endangerment
determination.
1. Is it appropriate to maintain in -place, the signs presently posted which wam against
eating fish? Why?
At the sample location designated FPFP, does the concentrations of contaminants in
surface soil pose a direct contact threat to people?
Internet Address (URL) • http://www.spa.gov
RecycledlRecyclable • Pdnted with Vegetable Oil Based Inks on Recycled Paper (Minimum 25% Postconsumer)
3. At any of the six sample locations designated SSHPOI - SSHP06, do the concentrations
of contaminants in surface soil pose a direct contact threat to people?
4. Do the concentrations of contaminants in any river sediment sample pose a direct contact
threat to people?
All data have been validated in accordance with EPA protocol. All validation reports are
enclosed for your reference. For your convenience, I have summarized the data into three tables,
and included a map noting the location of each sample.
Only those contaminants detected appear in the tables. Where no contaminants were detected in
the samples collected, the detection limit is shown. For certain analyses, where the detection
limits vary by contaminant, the range from the minimum to the maximum detection limit is
shown. The specific detection limit for each contaminant can, of course, be found in the data
package.
Data pertaining to metals are only partially presented in the summary tables, specifically, arsenic
and chromium. The concentration of all other metals can be found in the data packages.
The entire package of raw data - which fills several boxes - will be made available should you
determine there is a need to review it.
The upstream water sample (RRUS-W), and upstream sediment sample (RRUS-S), were
collected in duplicate. The result of each is presented together in the tables for comparison. The
location is immediately adjacent to County Road, and is likely the reason for toluene and
pesticides being present.
Similarly, the residential land use around Fulton Pond is likely the source of pesticides in the
water (sample FP). Note these pesticides were not detected in water collected at the facility
(RRHP03).
Sediment samples were collected from under approximately six to twelve inches of water.
Samples were collected from the most downstream location first, moving progressively
upstream. Where water and sediment samples are co -located, the water sample was collected
prior to collecting the sediment. Soil samples were all surface soil, being from zero to three
inches.
In closing, I strongly encourage all persons who will be involved in writing recommendations to
visit the site. Witnessing the sample locations and their surroundings add context and credibility.
Both myself and DEP representatives are willing to escort you about the site at your
convenience. Please suggest a date as soon as possible. I may be reached at (617) 918-1229.
