RE: MANSFIELD Preliminary Site Assessment,
Samoset Street, Job #93-041
Dear Mr. Leite:
DeFeo, Wait & Pare, Inc. has conducted a preliminary
assessment in the Town of Mansfield on a site which is adjacent
to property referred to as Old Colony Way (formerly railroad
tracks owned by the New York, New Haven and Hartford Railroad).
During the conduct of the preliminary assessment, inaccurate
lot line information was given to us and as a result two
monitoring wells were inadvertently installed on the town's
property. The location of the wells are shown on the enclosed
Location Plan. Ground water samples were collected from the
wells and analyzed for volatile organic compounds and total
petroleum hydrocarbons before our office became aware that the
wells were located on the town's property. The results of the
analyses of the samples indicate that tetrachloroethene (PCE) is
present in the ground water sampled from the monitoring wells.
PCE was detected at a concentration of 9.5 µg\1 in MW-2 and 4.4
µg\l in MW-3. PCE is a solvent commonly used in the dry cleaning
industry and has a density greater than water. It is therefore
possible that higher concentrations of PCE may be present at
depth in these locations. since this property is used as a
parking area and a roadway, it is likely that the contamination
was caused by an off site source.
Based on the results of the analyses of the samples
collected from the monitoring wells, it is the opinion of DeFeo,
Wait & Pard, Inc. that a release of oil or hazardous waste has
occurred on the town's property as defined in the Massachusetts
Oil and Hazardous Material Release Prevention Act, Chapter 21E of
the Massachusetts General Laws (MGL) and the Massachusetts
Contingency Plan (MCP).

MGL Chapter 21E and the MCP require that the owner of a site
where a release of oil or hazardous material has occurred notify
the Department of Environmental Protection (DEP). DeFeo, Wait &
Pare, Inc., therefore recommends that the town immediately notify
the DEP that a release has occurred at this site.
DeFeo, Wait & Pare, Inc. also requests a meeting with you to
further share our findings. The two monitoring wells are
currently in place at the site. We are prepared to either leave
the wells in place or, if the town wishes, decommission them. If
the town wishes that the wells remain in place, they will then
have control of the wells.
If you wish to set up a meeting or discuss the contents of
this letter, please contact me at 508-823-7136.
