DRIVE, LAKEVILLE, MA 02347 508-946-2700 ARGEO PAUL CELLUCCI Governor JANE SWIFT Lieutenant Governor -" March 2, 2000 Mr. Lee Azinheira Town Engineer Town Hall 50 West Street Mansfield, Massachusetts 02048 RE: PERMIT APPROVAL WITH CONDITIONS Application for: BWPSW25 CORRECTIVE ACTION DESIGN PERIMETER LANDFIL GAS CONTROL SYSTEM AT: Mansfield Municipal Landfill East Street/Route 106 Mansfield, MA Transmittal Number: W007060 Dear Mr. Azinheira: BOB DURAND Secretary LAUREN A. LISS Commissioner The Department of Environmental Protection, Solid Waste Management Section, (the "Department") has completed its review of a proposed Corrective Action Design ("CAD") for the Mansfield Municipal Landfill (the "Landfill") located off East Street and found that it is technically complete. The Department reviewed the CAD pursuant to 310 CMR 19.000 Solid Waste Management Regulations and the Department's Landfill Technical Guidance Manual (the "Manual"). The proposed CAD for a perimeter landfill gas control system was submitted by Camp Dresser and McKee Inc. ("CDM"), on your behalf. The Department approves of the proposal subject to the conditions herein. This information is available in alternate format by calling our ADA Coordinator at (617) 574-6872. DEP on the World Wde Web: http:/Aw .state.ma.us/dep Q* Printed on Recycled Paper 2 Background On June 1, 1998, the Department issued an approval of a Landfill Major Modification permit application regarding the Post -Closure Monitoring Plan for the Landfill. Pursuant to condition 8 of that approval, CDM submitted correspondence on September 3, 1998, detailing a proposed landfill soil gas survey. On September 15, 1998, CDM notified the Department of exceedances of 25 per cent of the Lower Explosive Limit (LEL) at the property boundary detected on September 11, 1998, and proposed an additional soil gas probe investigation. On September 23, 1998, CDM submitted a formal report with the results of the September 11, 1998 fieldwork. On November 2, 1998, CDM submitted the results of fieldwork performed on September 17th and 24th, 1998. The results indicated that landfill gas had migrated northward from the Landfill towards East Street and landfill gas was present at the southern edge of East Street. Results further indicated that landfill gas was not located in a nearby manhole, nearby catchbasins, or a surface drainage pipe. Based on the survey results, CDM proposed the installation of four (4) permanent gas monitoring, wells near the northern Landfill property boundary along East Street, the utilization of soil gas probes every 500 feet along the Landfill eastern, southern and western property boundaries, and the determination of appropriate corrective actions based on the results of a landfill gas survey performed during permanent well installation. On November 25, 1998 the Department approved the proposed plan. Application On July 13, 1999, CDM submitted the application for the CAD to the Department in a bound document entitled: "Town, of Mansfield, Massachusetts" "Landfill Corrective Action Design" July 1999 The selected CAD includes the construction of a landfill perimeter trench designed to cut- off the subsurface migration of landfill gas. It is proposed to construct the trench along approximately 400 feet of the northerly end of the Landfill in the vicinity of the existing recycling center and adjacent to East Street (Route 106). The trench will be excavated to the water table or to the point of excavation refusal due to bedrock or other low permeability strata. The estimated depth of trench is 6 to 15 feet. A continuous 40-mil High -Density Polyethylene barrier layer will be installed vertically in the trench from top to bottom against the trench wall furthest from the Landfill. The trench will be backfilled with screened gravel passing the 5/8-inch sieve and topped by a concrete cap. Controlled passive venting of the trench will be facilitated by the installation of a 6-inch diameter horizontal perforated piping system along the entire length of the trench. In four locations the horizontal pipe will connect to vertical vents which will extend approximately 8-feet above grade. 3 The effectiveness of the landfill gas trench in mitigating landfill gas migration will be monitored by the installation of temporary soil gas probes spaced approximately 50 feet apart along the trench. In addition, four existing permanent gas vents located beyond the trench will be monitored unless the wells interfere with trench installation and are required to be abandoned. The Department may require the installation of additional permanent gas monitoring wells upon review of the system as -built plans and the results of initial monitoring. Venting of landfill gas collected within the trench will be limited to the four vertical vents. The Town will be required to periodically sample the gas discharge at these locations and perform an evaluation of the potential for health and safety impacts from the vented gas. In addition the Town will continue the approved groundwater and landfill gas monitoring programs for the remainder of the landfill. Approval The Department has reviewed the above -referenced proposal and in accordance with the authority granted pursuant to M.G.L. c.111, s150A and 310 CMR 19.000 hereby approves of the proposed Corrective Action Design subject to the following conditions: 1. The Department shall be notified at the commencement of construction and provided with a project schedule such that periodic inspections may be performed. 2. The gas -venting trench shall be installed in accordance with the proposed detail. There shall be no deviation from the approved detail without prior written approval by the Department. 3. During the construction process odors, dust, erosion, noise and other nuisance conditions shall be kept to a minimum. In the event a nuisance condition exists, abatement measures shall be implemented immediately. 4. Within 30 days of completion of the CAD, a construction certification report shall be submitted that includes as built drawings of the trench location and construction. Additionally, quality assurance/quality control data and written certification that the construction was performed in accordance with the Department's regulations, requirements, the Manual and the approved design shall be provided in accordance with 310 CMR 19.151(4). The report and all plans must be signed and sealed by a registered professional engineer. A site plan showing property boundaries and the location of significant landfill, recycling center and monitoring program features shall be sealed by the registered professional engineer and a registered land surveyor. 5. The Town shall continue to take all actions necessary to ensure public health and safety due to the landfill gas in the vicinity of the recycling center and due to off -site landfill gas migration including but not limited to: a) Notification to the Board of Selectmen, Board of Health, Department of Public Works, Fire Chief, Building Inspector and any other appropriate Board or Town official and all entities which have utilities on or under East Street of the status of landfill gas migration and continuing investigation efforts. El b) All potentially affected buildings and structures shall be monitored on a quarterly basis, at a minimum. c) Wherever, there are penetrations of the building foundation, the area in the immediate vicinity should be screened for combustible gases. d) All confined spaces within all buildings should be screened for combustible gases. e) If at any time monitoring detects the presence of any combustible gases at, or in excess of, 10% of the Lower Explosive Limit at any location within the buildings or within any utility conduits on -site or off -site, the Town shall notify the Department's Bureau of Waste Site Cleanup -Emergency Response Section within two (2) hours of the exceedance as per 310 CMR 40.0321(1)(a) of the regulations. 6. TheTownshall sample and analyze the landfill gas emitted from the most productive vent at the trench and evaluate the potential for impact to public health and safety. 7. The Town shall continue to perform quarterly gas monitoring (using wells and probes) pursuant to 310 CMR 19.132(40(b), until otherwise approved by the Department. As recommended in the Manual, one quarter should be during the winter when the ground is frozen. Where soil gas probes are utilized between the landfill and residential areas, the probe spacing should be 100 feet unless it can be demonstrated that exposed groundwater or wetlands are located between the landfill and any structures. 8. The Town must undertake all actions necessary to protect public health and safety. It is the Town's responsibility to comply with all other applicable federal, state, and local statutes and regulations as a prerequisite to conducting assessment work at the Landfill. This Approval has been issued pursuant to M.G.L., Chapter 111, Section 150A. Any person or persons who are aggrieved by this action may appeal pursuant to Chapter 30A. An appeal must be commenced no later than thirty (30) days from the date of this Approval. Notice of an action or proceeding to appeal shall be served on the Department upon the commencement of the Appeal. In the event of an Appeal, the Department reserves the right to reopen the permit proceedings, supplement the record and modify the permit. In addition, the Department reserves the right to require additional assessment, or action as deemed necessary in order to protect and maintain the environment free from objectionable nuisances, dangers and/or threats to public health.
