HomeMy WebLinkAboutMonitoring - 7/7/1995I TOWN OF MANSFIELD, MASSACHUSETTS 50 West Street, Mansfield, MA 02048 MEMORANDUM TO: Robert Swanson, Town Engineer FROM: William F. Williams, Town Manager DATE: July 7, 1995 SUBJECT: East Street Landfill Monitoring Please expedite the required monitoring tests at the former East Street Landfill. There are resident concerns, and I would like to allay any fears concerning possible health risks. WFW/tp cc: Scott Leite, Health Agent Dan Clifford, DPW Director Dave Archard, Assistant Town Engineer TOWN OF MANSFIELD, MASSACHUSETTS 50 West Street, Mansfield, MA 02048 MEMORANDUM TO: WILLIAM WILLIAMS, TOWN MANAGER1-71 / FROM: BOB SWANSON, TOWN ENGINEER DATE: 5/30/95 RE: EAST STREET LANDFILL - POST CLOSURE GROUNDWATER MONITORING REQUIREMENTS FROM DEP As we recently discussed, the State Department of Environmental Protection (DEP) is requiring us to perform a post landfill closure monitoring program at the East Street Landfill. The program involves the installation of monitoring wells, sampling and testing the water from the wells on a periodic basis, and submitting the data in a biannual report to the DEP. The program will aid us in determining if the landfill is a source of pollution to our drinking water supply. We have been aware that this program would be required, but were not sure of the exact time frame. In the early 1990's we always included approximately $55,000 in the annual Refuse budget for this, but never used it. In 1993 we discontinued including it in the budget due to town wide fiscal restraints. At that time we discussed the issue and decided that the best method to fund this would be to seek a reserve fund transfer when the need arose. Camp Dresser & McKee (CDM) designed our landfill cap and also performed groundwater monitoring on our old, existing monitoring wells at the landfill. I have had CDM supply me with a proposal, attached and dated 4/20195, for the work. This proposal is based on an assumption of the data and number of wells the DEP may require and has a total cost of $56,000. We will not know the extent of the program until meeting with the DEP and therefore, I asked CDM to revise the proposal only to include their Task 1 on the attached proposal. Task 1 includes formulating a monitoring program and finalizing it with the DEP. I prefer to proceed only with Task 1 and then determine the exact scope of work to implement the program. I recommend that we proceed with Task 1 now and plan to include the remainder of the work (install monitoring wells and begin testing) in the FY 97 budget, if the DEP will allow us to hold off until then. I recommend that we discuss the matter and the method of funding for this Task 1. File: B5:lndflesl C,1t11j Llt 7t1' 111C. e, Gtvnbntl9e Genie mmenle Id O55aChlI5P.115 021 a2 sorvmos Gnmb°dne. Mr. Robert Swanson April 20, 1995 Page 2 In order to satisfy the minimum groundwater monitoring requirements, three addition- al wells will have to be installed hydraulically downgradient of the landfill. It is recommenced that three sets of cluster monitoring wells be constructed. The new wells will be dispersed to capture representative samples of the entire downgradient ground- water. They will also be placed adjacent to some of the older wells in order to draw comparisons of groundwater quality from the past to the present for the respective areas. Well "A" of each cluster well will be shallow and have a screen set at an elevation to monitor the top ten feet of the aquifer stratum. Well 'B" will be the deep well which will monitor the bottom five feet of the aquifer stratum. These monitoring wells will be installed in accordance with DEP publication #WSC-310-91 entitled "Standard Refer- ences for Monitoring Wells", dated April 1991. CDM will provide continuous onsite observation of the monitoring well installation. We have estimated that approximately 140 feet total of overburden drilling will be required for these six (6) wells and 10 person days of observation will be required. Landfill Gas Monitoring Wells In order to monitor for landfill gas around the perimeter of the landfill six (6), perma- nent landfill gas monitoring wells will be installed. The wells will be installed along the Ware and East Street perimeter of the landfill. These wells will be installed during the installation of the groundwater monitoring wells. CDM will provide continuous onsite observation of the landfill gas wells installation. It is anticipated that approximately 90 feet of overburden drilling will be required and 3 days of observation will be required . Task 3: Proposed Sampling and Analysis Plan Water Sampling CDM proposes to collect two rounds of groundwater monitoring samples from the seven (7) monitoring wells, two (2) surface water sampling points located at the landfill and a blank and duplicate sample for quality control purposes. Each sample will be analyzed for the following parameters: pH (in -situ) specific conductance (in -situ) biochemical oxygen demand (BOD) chemical oxygen demand (COD) total dissolved solids (TDS) alkalinity silver barium cyanide copper zinc temperature (in -situ) dissolved oxygen (in -situ) nitrate -nitrogen sulfates chlorides manganese arsenic cadmium chromium(total) CDM(:;uml, llres.cr & f 1cKcc Inc. Mr. Robert Swanson April 20, 1995 Page 3 selenium mercury lead Iron Volatile Organic Compounds, EPA method 624 (inc. MEK, MIBK, xylenes and acetone) After the analytical data are received and reviewed, CDM will prepare a summary data report for the Town and the DEP. At the completion of the second round of sampling CDM will include in the sampling report submitted to the DEP a recommendation to reduce the number of parameters analyzed for, if deemed appropriate after analyzing the results. Landfill Gas Sampling Landfill gas monitoring sampling will be performed in conformance with the Massa- chusetts solid waste regulations, 310 CMR 19.132(4). CDM's work will involve monitor- ing the six (6) new landfill gas monitoring wells around the landfill for one year on a quarterly basis for volumes and concentrations of explosive gases measured using portable field instruments. CDM will prepare a landfill gas monitoring report and submit a copy to both the Town and DEP. Task 4: Post Closure Monitoring Report The Post Closure Monitoring Report will be prepared in accordance with Massachu- setts solid waste regulations, 310 CMR 19.142(6). The proposed post closure monitoring program will include a site inspection. A solid waste engineer will inspect the site for erosion, vandalism, presence of leachate outbreaks, surface water drainage and evi- dence of landfill settlement. A post closure report will be developed. After the Town has reviewed and commented on the report, the report will be forwarded to the DEP. Schedule CDM is prepared to developed the site's Post Closure Monitoring Plan and submit it to the DEP within four weeks immediately following the Town's authorization to perform the work described in this proposal. Within four weeks of DEP approval of the moni- toring well locations, CDM will start the installation of the additional wells. After the installation and development of the wells, CDM will perform the first round of sam- pling . At that time we will also perform a landfill inspection. The second groundwa- ter sampling event will be performed approximately six months after the completion of the first event. The landfill gas sampling will be performed on a quarterly basis for a one year period. CDMl:unih l n:,rr \ Meh r In.. Robert Swanson Town Engineer Town Hall 50 1A'est Street Mansfield, Massachusetts 0204S Subject: Town of Mansfield Proposal to Prepare Post Closure Monitoring Program East Street Landfill Dear Mr. Swanson: As we recently discussed , Camp Dresser & McKee Inc. (CDM) provided you with a Post Closure Monitoring Program (PCM) proposal dated April 20, 1995 which represents the anticipated scope of work based on our past experience to complete this project. However, the actual scope of work for this program can not be fully established until after discussions with the Department of Environmental Protection (DEP) Southeast Region staff are held. Therefore, there is a potential based on these discussions that a revised scope of work could be negotiated. If you prefer we could divide the proposal into two phases by initially providing Task 1- PCM Plan Development services for S6,000 as the first phase of this project. Phase II would consist of the remaining three tasks. A revised scope and budget for the Phase II tasks would be developed after obtaining an approval for the PCM Plan from the DEP. If you have any questions, or if we may be of any further assistance, please contact us at (617) 252-8000.
