Attached is a copy of a letter from Karl Clemmey, dated April 5, 1996, re:
correspondence he sent on June 23rd and June 25th, 1994. The allegations
include storage of a variety of materials that I believe come under the general
jurisdiction of the Police, Fire and Zoning Enforcement. Mr. Clemmey also
alleges that the Wades are using Town property (railroad right-of-way) for
disposing of yard debris.

Mr. Leite:
Please refer to my correspondence dated 6/23/94 and 6/25/94, regarding the storage
of hazardous materials on this site. It has been almost two years since my complaint
and not only has the situation not been addressed, it continues to get worse.
I would like to arrange a site walk of this area at your earliest convienence. These
conditions MUST be resolved. Any further delay will subject the town to substantial
costs surrounding clean up.

Re: Illegal disposal of hazardous materials
Scott;
I had stopped in on Monday June 20, 1994, to speak with you and Dick Lewis regarding the Wade
property on Branch Street. I would like to make a formal complaint as to the storing of debris, rocks, auto
parts, oil tanks, etc. on town property.
On their own property, they are storing oil tanks, batteries, and piles of used tires. ( these are hazardous
materials ) This property is not zoned for this type of business and is not grandfathered. Apparently they
are in the business of cleaning yards and disposing of the debris on not only their own property, but town
property as well.
They are cutting trees on town property. I do not think the Town of Mansfield wants the liability or the
cost to be incurred to clean up this mess later when it is brought to court.
I am asking that immediate action be taken to alleviate this situation which exist at the back of the Wade
property and on town land

COMMENTS:
Scott: Re: Guard Rail installation - South Main Street
Yesterda, when the guard rail was installed on South Main St.,
they left behind rubbish, debris, and matting material stuffed
behind the Jerse.v barriers. This trash is blowing all over South
Main St. If they can afford to hire a 24 hour guard to watch over
everything, I would think they would have some respect for the
enviornment and other'Peoples Property. I would like to have this
matter looked into immediatel•Y.
