See responses below to the two items discussed. We will be submitting hard copies of the package next week. Happy New Year! 1. The plan vertical datum shall reference the North American Vertical Datum of 1988 (NAVD88). ' We are coordinating with the surveyor to provide an updated survey with corrected elevations. Based on preliminary review, the elevations indicated are off by a factor of 100. The site plan will be updated to indicate corrected elevations; however, this change should not impact any design intent for the proposed development. 2. Permeability Test locations and results for infiltration (24-hour notice for witnessing) We understand additional subsurface investigation will be required with a representative from your office present as a condition of approval. Design parameters for the proposed infiltration system are based on the geotechnical report submitted and does hold a more conservative F.O.S. than what is required. Infiltration rates and groundwater elevation will be field verified in advance of construction, but we appreciate you working with us to review the package in the meantime. Thanks! Burke, Director of Planning and Development DATE: January 24, 2022 Planning Department Sbaun P. Burke Diizelor gfPlanning and Dmelopwnew SUBJECT: Site Plan Lots 177 & 178 Chauncy Street - Chase Bank with remote Drive -up ATM I have reviewed the above referenced site plan dated 1/7/22 by Stonefield Engineering & Design. My observations are as follows: I. The plan, as submitted, is a proposal for an approximately 3,400 square foot bank facility with a remote ATM drive-through. This proposal would replace the existing and vacant Paine School, Lot 177 and the vacant medical office building on Lot 178, 2. The plan as submitted appears to conform to the Zoning Bylaw. 3. Both the illumination plan and the parking and proposed traffic plan should provide an adequate and safe parking field. 4. Applicant should consider adding shields on the backs or sides of the proposed light structures to prevent light from spilling off-site. 5. The proposed remote ATM has adequate queuing length to avoid internal and external (Chauncy St.) traffic congestion. 6. 1 concur with the findings of the applicant's traffic study. The use proposed will have similar or less traffic impact then the former.rnunicipal building and medical offices. While the former uses have long been abandoned and there has been no traffic generation from either parcel for years, projected volumes will be similar to when both former uses were operating. 7. Site access (driveways) will remain as it was for prior uses. Providing curb cuts on Chauncy, Copeland, and Central Streets. 8. It should be noted that abutting parcel 180, site of a single-family house, is not part of this site plan proposal. 9. It is my opinion that catch basins proposed on this site should have deep sumps, 2 — 3 feet below the lowest proposed invert elevation. 10. The outstanding issues are submission of color elevations of the proposed use and confirmation by the engineering department that the stormwater management system is sufficient for the proposed use, I am of the opinion that the site plan as submitted warrants approval by the Planning board. Burke, Director of Planning and Development CC: FROM: Officer David W. Kinahan, Traffic Division DATE: February 2, 2022 SUBJECT: Proposed Development 215 Chauncy St. i, 1 have reviewed the site plans and the site location for the proposed development located at 215 Chauncy St. The site plan indicates the construction of a building that will house Chase Bank, along with a remote drive -up ATM. The development will have two entrances/exits, one located on Chauncy St. (an existing curb cut once used for a doctor's office that has been closed for several years) and the other located on Copland Dr. (also an existing curb cut that leads to the abandoned Payne School). My concern is with the current proposed Chauncy St. entrance/exit that allows vehicle traffic to enter and exit without any turn movement restrictions. I feel if the entrance remains as proposed, it will create a potential traffic hazard to the area, increasing motor vehicle congestion and traffic crashes. In an effort to reduce the impact of this project to the to the area, I believe the Chauncy St. entrance/exit should be designated as a right turn in and right out design. By implementing this design, it will help reduce traffic congestion, and traffic crashes by restricting left turn movements during ingress and egress to the proposed development from Chauncy St. Due to my concerns with the Chauncy St. entrance/exit, I reached out to Jacklyn Centraccio from Beta Group who is currently the project manager for the Rte. 106 Corridor Phase 2 Project, which includes the intersection of Copeland Dr. and Chauncy St. She was also in agreement that the Chauncy St, entrance/exit should be restricted to a right in, right out only design.
