FinCom 8/19 mtg summary. FinCom appointed Members to various Town Board and Committees. We
also outlined our goals for 2021-2022 with agreement to be more specific in language before officially
approving them. The Committee also agreed to hold off on reorganizing (appointing Chair, Vice -Chair and
Secretary) until all Members could vote.
On June 17th the Finance Committee (FinCom) met for its first meeting of FY '22. The Committee
assigned FinCom representatives to the Budget Subcommittee, CIP; Trash; Downtown, Audit and TiFF
committees and liasions to the School Committee. Because not all FinCom Members were present, the
group agreed to postpone voting on their leadership until the next meeting.
FinCom discussed goals they would like to set for themselves for FY '22. Members agreed goals should
be limited in number and achievable in the next 1-2 years. There was also agreement that goals should —
where possible - help achieve the goals and objectives of the Select Board. FinCom identified 9 general
goals/objectives, though the exact phrasing and description need to be worked out amongst Members.
Those 9 areas of focus are:
1. Establish regular meetings with all Town department heads to discuss their budget needs, outlook and
department objectives
2. Establish process/best-practice for sale/distribution of all town owned properties
3. Develop methodology for tracking and reporting on revenue projections and forecasts
4. Establish distribution of monthly economic reports
5. Increase communication efforts to public around budget and finance matters
6. Understand and improve efforts around disposition of federal funds, including identifying federal fund
opportunities
7. Review town charges, fees and costs that might create barriers
8. Increase capital/infrastructure risk analysis (including cybersecurity)
9. Increase interaction and understanding of IDC/PENTA Communication activities and impact on fiscal
efforts.
Additional details about each goal are being developed and will be posted for the public at a future date
on the Town's Website.
