Present: Perry DiMascio, Chair; Rebecca Foster; Sharon Friedman; Katelyn Gonyer, Conservation and
Environmental Planner.
The Chair read the following notice:
Whereas both the Federal Centers for Disease Control and Prevention and the Massachusetts
Department of Public Health have advised residents to take extra measures to put distance between
themselves and other people to further reduce the risk of being exposed to COVID-19, Governor Baker
has issued an order suspending certain provisions of the Open Meeting Law, Massachusetts General
Law c. 30A, §20.
In order to satisfy the Open Meeting Law requirements, today's Town of Mansfield Open Space and
Recreation Committee meeting will available to the public via GoToWebinar and Mansfield Cable.
The instructions for joining via GoToWebinar are in the Meeting Notice on the Town's Website at
www.mansfieldma.com and then clicking on today's date on the calendar.
1. Meeting opened at 6:23 pm.
2. Review of current Open Space Plan and necessary updates.
Ms. Gonyer said a $30,000.00 Trails Grant has been applied for to purchase kiosks, signs and provide
maintenance for the trails. She said a revolving account with $5,000.00 has also been set up for the trail
maintenance. She will be working with DPW and Mark Cook for the maintenance of the trails.
Because the mowing of the field at Great Woods will no longer be done by volunteers, Ms. Gonyer said
the mowing would have to be scheduled by the town. Mr. DiMascio said the town should put it out there
for anyone who wants to mow the field for the hay. He suggested maybe Flint Farms would be interested.
The gardens on Essex Street also need to be mowed; Ms. Gonyer will look into this.
Ms. Friedman asked where the grant money is coming from. Ms. Gonyer said this is a Mass Trails Grant
and there are other grants coming in June and July.
Ms. Gonyer met with Chris Slinko from GIS; instead of using a third -party consultant to do the trail
surveying, it can now be done by the town.
Ms. Gonyer said she walked with a group of scouts in Great Woods and at the Albertine Well site. She
mentioned there are two scout projects, one at Mill Pond on East Street for a memorial to people lost to
COVID and a pollinator garden at the Oak Street entrance at Great Woods.
Ms. Gonyer said the OSRC will continue to work on the seven-year Open Space Action Plan. Ms. Foster
suggested that the Committee do one section of the plan at a time and at the following meeting provide
any feedback and discuss redlined items.
Ms. Gonyer said the goals going forward will be to combine the Open Space Action Plan with the Open
Space section in the Master Plan; a PDF of the plan will be sent to the Committee. Ms. Friedman said it
would be great to get someone from the Recreation Department on the Committee, even if it is just for
some input as we put the plan together.
