FOAS A��S Request for Bids
The Town of Mansfield invites sealed bids from interested contractors for RFB#
DPWWTR22-841482 Filter Media Replacement Project, which includes, but is
not limited to the replacement of the existing filter media and internal structures in
one, 12-foot diameter vertical pressure filters located at the Dustin and Prescott
Wells Water Treatment Facility; and all materials, equipment, services and
construction inherent to the Work.in Mansfield, Massachusetts, in accordance with
the attached specifications and documents. The Town of Mansfield will receive
sealed bids at the DPW Office until 10:OOAM on January 28, 2021,'at which time
they shall be opened and read aloud. Bids must be in a sealed envelope and on the
outside be clearly marked with the date and description of the bid. Bids received
after the hour named will not be considered.
The Project consists of: Filter Media Replacement Project at Dustin Prescott
Well and associated works.
Bidders must submit the DCAMM Prime/General Certificate of Contractor
Eligibility and the DCAMM Prime/General Contractor Update Statement. Any
Bid submitted without the appropriate Certificate of Eligibility and Update
Statement shall be considered invalid. General Bidders must be certified by the
Commonwealth of Massachusetts Division of Capital Asset Management and
Maintenance (DCAMM) for Sewage and Water Treatment Plants.
Wage rates as determined by the Mass. Commissioners of the Department of
Labor and Industries apply to this project. All bids shall be accompanied by a bid
deposit in an amount that is no less than five (5%) percent of the proposal amount
made payable to The Town of Mansfield. Bid deposits shall be a certified check,
bid bond, treasurer's check or cashier's check issued by a responsible bank or trust
company. A Performance Bond, Payment Bond and Certificate of Insurance
will be required. Bidding procedures shall be in accordance with the General
Laws, Chapter 149 Section 44A through 44J as most recently amended, and other
applicable laws.

account. Enter Project Code 841482 in the project locator box, Select "Acquire
Documents" to download bid documents, review'a hard copy at Projectdog's
physical location, or request a free project CD. It is the sole responsibility of the
contractor, subcontractor, vendor, individual and/or corporation to review all
ADDENDA prior to bid opening at www.Projectdog.com or at Projectdog's
physical location. Questions regarding the website or project distribution should be

The Town of Mansfield reserves the right to reject' any or all Bids, including without
limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. The
Town of Mansfield further reserves the right to reject the Bid of any Bidder whom
it finds, after reasonable inquiry and evaluation, to not be eligible or responsible. The
Town of Mansfield may also reject the Bid of any, Bidder if the Town of Mansfield
believes that it would not be in the best interest of the Project or the public to make
an award to that Bidder. The Town of Mansfield also reserves the right to waive all
informalities not involving price, time, or changes in the Work and to negotiate
contract terms with the Successful Bidder.
Bidders are reminded that the Town Officials other than those listed neither
individually nor collectively are to be contacted, nor will they discuss any bids prior
to the scheduled opening.
All inquiries regarding the information contained', in this Request for Bids shall be
directed to the Project Manager, Michael Ahern. All questions must be submitted
via email at mahern@mansfieldma.com. The deadline for questions will be 10:OOAM
on January 22, 2021.
