Select Board Questions and Comments on Town Manager's Report
Mr. Dumas started his report noting that as of today Mansfield's COVID case number is at thirty-five and noted
that there will be a booster shot clinic on December 17th from 9am to 12 noon. He then stated for the quarterly
update he wanted to report how significantly lower the Mansfield Electric rate is in the commonwealth and
that a Mansfield resident pays $55 for 500 kilowatts and a National Grid customer pays $128 a month for the
same amount of electricity. Mr. Dumas then stated that Mansfield received $13,200 grant from MassDEP for
recycling programs. Mr. Dumas thanked Mr. Kurt Gaffney for his leadership and wished him the best in his
retirement. Mr. Dumas stated that he has been working with Shawn Precourt who is Kurt's successor who has
also been working closely with Mr. Gaffney over the last several months and is progressing well. Mr. Dumas
then noted the leadership mentoring program that Mr. Precourt and Mr. Josh Reinke (Lee Azinheira's
replacement) are in. Lastly, Mr. Dumas updated the Board on several Economic Development items including
the December 9th State Hearing on the TIF Agreement and Business View Magazine interview.
Mr. Aptowitz, Mr. Trowbridge and Mr. Schoonveld had no questions. Mr. DelVecchio asked about the recycling
grant and asked if the Town received it due to becoming a Green Community and Mr. Dumas stated that it was
not from that, but explained that it was an annual allocation by a point structure based on the recycling
program.
3. Resident Questions and Comments
There were no resident questions or comments.
4. Update from the Recreation Commission
Mr. Ed Westhaver was present with Sherri Gurnon, Park and Recreation Director and Mary Sellner, Assistant to
Park and Rec Director. Mr. Westhaver began by stating that he has been on the Recreation Commission for
over a decade. He stated that it was great to see the work that has been done and how life has become more
enjoyable for residents of Mansfield. He stated that everyone should be proud of what the department has
accomplished. Ms. Sellner stated that some of the accomplishments for the past year included an online
registration and payment for all programs. She then stated that they have added four new programs which
were the photo contest, outdoor yoga, pickle ball league and story in motion for preschoolers. Ms. Gurnon
stated that the biggest hurdle over the past year was getting the Plymouth Street Playground project off the
ground. She stated the bid documents should be ready by December 10th and construction is due to begin mid -
April. She stated that next year they are adding an additional sixty plots to the community garden program and

she stated that some of the items they are working on for next year. The biggest need that the department has
was the need for additional space especially for Ms. Sellner to hold the preschool classes.
Mr. Schoonveld thanked them for all that they do in creating activities for the youth. He then asked if the
Memorial Park master plan is happening next year and Ms. Gurnon replied that it was an approved CIP item.
Mr. Schoonveld asked if they needed any additional outdoor space and Ms. Gurnon answered that she believed
they were meeting the needs for outdoor space, but a turf field at Memorial Park would be a welcomed
addition. Lastly, Mr. Schoonveld stated that lighting at Plymouth Street fields needs to be considered as the
gas -powered lights were not good for the environment and were loud. Mr. DelVecchio commented how broad
and better that the Park and Rec Department is today compared to his first job as a summer camp counselor in
Rhode Island. Mr. Trowbridge thanked them for offering newer and different things and it's great to see the
variety of programs offered. Mr. Trowbridge stated he loves the Duck Race and hopes to see that return in
2022. Mr. Aptowitz thanked them for all they do. Mr. Rhein stated that he participates in many of the programs
and asked at what time the lights go off at Memorial Park and Ms. Gurnon responded that it was 9:30PM up
until there is snow and then they will be off until the Spring. Mr. Rhein then asked about the garden plots and
stated that he thought it was run by the YMCA and that plots were expensive. Ms. Gurnon responded that it
formerly was run by the YMCA, but plots are now $25 which is very affordable and the Y was charging $65-$70
for a plot. Ms. Gurnon added that it has been a great new program and are working with a new segment of
residents. Mr. Rhein then asked about a Dog Park and Ms. Gurnon stated that there is a ton of interest and she
has done some research and it's on the CIP for after Plymouth Street Playground. Mr. Aptowitz commented
that it has been talked about however it could be a liability issue. Lastly, Mr. Rhein stated that he supports
youth sports but would like for there to be adult basketball earlier in the afternoon or evening hours.
S. Consideration to have the Select Board Chair sign the Consent to Financing Subject to Regulatory
Agreement and Declaration of Restrictive Covenants for Rental Project for North Common Residents
Mr. Dumas stated that this was a follow up for One Mansfield and he stated that everything has been
completed that was requested.
Motion: To authorize the Select Board Chair to sign the Consent to Financing Subject to Regulatory Agreement
and Declaration of Restrictive Covenants for Rental Project for North Commons Residences.
(DelVecchio/Trowbridge) Passes 5:0
6. Discussion and Consideration of the Budget Subcommittee Charge
Mr. DelVecchio stated that the Budget Subcommittee came to be about twenty years ago and there were a few
years when the committee did not meet. He stated that some questions have come up about what the charge
is for the Budget Subcommittee and this document formalizes the scope of work of the Committee. Mr.
LaCasse stated that the Finance Committee reviewed the document and they removed the word Chair from the
second to last sentence of the first paragraph.
Motion: To approve the Budget Subcommittee charge. (DelVecchio/Trowbridge)
Mr. Trowbridge stated that he understood why the School Committee made that change and Mr. Schoonveld
stated that he believed it worked either way and that the Chair can decide if they want to appoint someone or
if they want to take a vote. Mr. DelVecchio stated that it was important to maintain the Chairs position and he
would suggest removing the word "also" in the last sentence because it looks like all are non -voting members.
Amended Motion: To approve the Budget Subcommittee charge as amended. (DelVecchio/Trowbridge)
Passes 5:0
7. Discussion and Consideration of Waste Reduction and Recycling Ad Hoc Committee Charge
Mr. Dumas stated that the document incorporated what was discussed including the appropriate membership
listed. Mr. Schoonveld commented that the term says three years and if it were an ad hoc committee it should

December 1, 2021
not have terms. Mr. LaCasse suggested the word change of the last paragraph to read "whose terms will not
exceed three years." Mr. Schoonveld asked if there will be voting and non -voting members. Mr. Trowbridge
stated that each person listed should be voting. Mr. Schoonveld stated that only residents of Mansfield should
be voting. Mr. Dumas responded that there is an opinion of Town Counsel that people serving an ad hoc
committee status can vote if not a resident.
Motion: To approve the Waste Reduction and Recycling Ad Hoc Committee Charge as amended to include the
words "whose terms will not exceed three years." (DelVecchio/Trowbridge) Passes 5:0
Mr. Rhein stated he was interested in serving on the Committee. Mr. Schoonveld stated that he was fine with
Mr. Rhein serving on the Committee as long as he were not Chair due to a concern of a conflict of interest. Mr
Rhein stated it would be up to the committee to decide on a Chair. Mr. Schoonveld responded that he could
decline if nominated, but Mr. Rhein stated he would not agree to that. Mr. Schoonveld objected to this.
8. Discussion and Consideration to Appoint Patricia Comperchio to serve on the Council on Aging to an
unexpired term to expire on December 31, 2024
Mr. DelVecchio stated that he and Mr. Aptowitz interviewed two candidates to serve on the COA a couple
weeks ago but there was only one opening at that time. He stated that now there is a vacancy due to a
member of the COA not seeking reappointment and this was the only applicant.
Motion: To appoint Patricia Comperchio to serve on the Council on Aging beginning January 1, 2022 for a
three-year term to expire on December 31, 2024. (DelVecchio/Trowbridge) Passes 5:0
Mr. Dumas left the meeting for a few minutes.
9. Discussion of Virtual Meeting Participation
This was skipped and went to item number ten and then returned to this item when Mr. Dumas returned to the
meeting room.
Mr. Aptowitz stated that he brought this up and felt if the Board was meeting in person then anyone else who
wanted to participate should also come in person. He also noted that the virtual piece takes up a lot of time for
staff. Mr. Trowbridge agreed with Mr. Aptowitz, but didn't think the Town was out of woods with COVID. Mr.
Rhein stated that personally he believed the hybrid model is the best of both worlds and functionally it makes it
easier for people to participate in Town government. He said it makes it easier for people who may need to
attend that don't live in Town and does not see it as a big burden on staff. Mr. Schoonveld agreed with Mr.
Rhein and stated that the only inconvenience is the people on the phone and does not think those calling in
should not be allowed to ask questions because they cannot be identified. Mr. DelVecchio asked if the Town
was required to offer participation via the phone. Mr. Dumas stated that it was important to provide every
opportunity for people to participate, and added that it can save the Town money in billable hours for
consultants who no longer have to travel to Town. He stated that he would speak with Town Counsel about the
phone option and see if it was legally required.
10. Select Board Member Committee and Liaison Updates
Mr. Aptowitz stated that the Audit Committee met and the Audit for the Town is complete and there are a
couple small management comments that have been addressed. He then stated that this will be on the Select
Board's agenda in January. Mr. Aptowitz then stated that he has reached out to the Chair of the ZBA, but has
not heard back.
Mr. Trowbridge stated that he had nothing new to report as the Budget SubCommittee has not met yet and
there is nothing new with CIP.
Select Board Meeting Minutes
December 1, 2021
Mr. DelVecchio stated that the Finance Committee met on the November 18th and Mr. Brian Eagle commented
that the Budget Subcommittee is not a super committee that decides things but rather the committee is there
to facilitate communication between Boards and he agreed that Mr. Eagle stated it very well.
Mr. Schoonveld stated that he went to the Park and Rec meeting yesterday, but they didn't have a quorum. He
then noted an email from the Planning Board in regards to approval of the PFAS Treatment Center. He also
stated that he has not heard from Mansfield Cable Access.
Mr. Rhein stated that the Downtown Committee met last week and the Committee had reached a consensus
on four new sets of banners and a geese theme had been selected for the park area behind Jimmy's Pub and
there will be a pavilion designed.

under disturbing the peace. Mr. Schoonveld asked if other Towns have noise ordinances. Mr. Aptowitz
understood where Mr. Schoonveld was coming from, but said then there would need to be someone to
enforce it. Mr. DelVecchio commented that he couldn't remember a time when anyone has started any project
in his neighborhood before 7am. Mr. LaCasse stated that he would look to see if he could find surrounding
