1. Meeting called to Order in Meeting Room 3 A/B at 6:05 pm.
2. Request for Certificate of Compliance: Craig Cygawnosl<i, RIM Engineering Co., Inc., 281 Gilbert
Street, (this was 283 Gilbert Street when Order was issued) Map 4, Parcel 137.
Mr. Healey opened the hearing for the request for a Certificate of Compliance for the construction of a
single-family home with appurtenances within 100 feet of Bordering Vegetated Wetland under DEP SE
211-0982.
Ms. Gonyer said this is a single-family lot and all work was done according to the plan. A boulder retaining
wall was added to keep erosion of soil out of the 25-foot area. As one of the conditions of the Order the
applicant was to install three (3) permanent "Environmentally Sensitive Area" 4" discs; Ms. Gonyer said
she did not see the discs when she was on site so she will make sure the discs have been installed. A letter
from RIM Engineering was received on June 21, 2021 stating a survey for the location of the existing
building and landscaping was done and found that the work was completed in substantial conformance
with the original approved site plan. The lawn area is well established.
There were no audience, virtual or phone participants.
Mr. Gallagher made the motion to issue a full Certificate of Compliance to Craig Cygawnos<i, RIM
Engineering Co., Inc., 281 Gilbert Street, Map 4, Parcel 137, for the construction of a single-family home
with appurtenances within 100 feet of Bordering Vegetated Wetland under DEP SE 211-0982, pending
inspection of the discs.
Ms. Joynes seconded the motion.
Motion passed 4-0-0 at 6:08 pm.
3. Review and adopt the Rules and Regulations of the Town of Mansfield Stormwater Management
By-law.
Ms. Gonyer said Richard Alves and Josh Reinke reviewed Town Counsel's revisions and comments and are
all set with one change: "Engineering Department" will be changed to "Engineering Division." Ms. Gonyer
said the revised date would be changed to July 26, 2021. She noted the by-law can be amended at anytime
by going through proper procedures.
Mr. Gallagher said he did not agree with item number 12 under Stormwater Management Design
Standards on page 13; Size drainage pipes to accommodate the 25-year storm event and maintain
velocities between 2.5 and 10 feet per second. He said today pre-treatment is so good the chances of the
pipes becoming clogged are small. He noted some of this information was taken from the old
Massachusetts Stormwater Handbook, Ms. Gonyer mentioned that the 2015 By-law and Regulations will
also need to be reviewed.
Ms. Joynes made the motion to adopt the Rules and Regulations of the Town of Mansfield Stormwater
Management By-law with a revision date of July 22 or 26, 2021.
Mr. Gallagher seconded the motion.
Motion passed 4-0-0 6:24 pm.
4, Old Business:
Approve June 28, 2021 minutes:
Ms. Joynes made the motion to approve the June 28, 2021 minutes as written. Ms. Simms seconded the
motion. Motion passed 4-0-0 at 6:25 pm.
Ms. Gonyer said she will be working on a land disturbance permit application. Mr. Gallagher asked what
the threshold is. Ms. Gonyer said it is one (1) acre of land. She said there needs to be some clarification
on tree stumps and removal of loam and top soil.

Motion to adjourn at 6:27 pm (Gallagher/Joynes). Motion passed 4-0-0.
