New Business:
The intent of this meeting was to vote on items relative to Town meeting and upcoming CIP
planning meetings.
Consideration of CIP 5 Year Plan:
Reviewed the 5 year plan spreadsheet completed by Ed Donoghue and Matt Jacques.
Motion to Approve the 5 year CIP Plan by Jenn Walsh / Lauren Scher
Discussion: None

Consideration of Support for Fall Town Meeting Articles:
Motion to Support Article 11: Transfer of $50,000 from Free cash to Special Education Reserve
Fund
Discussion: None
Motion to Support Carries 4 - 0
Motion to NOT Support Article 19: Zoning By -Laws Classification of Governmental,
Institutional and Public Uses and Site Plan Approval
Discussion: The Committee discussed the last minute amendments to this motion by the
Planning Board on 10-27-21 and recent information that was provided to the district. There is
concern that this will limit future public school expansion or new building projects. Vice Chair
Lynn gave a brief overview of the Dover Amendment and how it impacts Public Schools and
Zoning. The Committee then reviewed the Planning Board changes marked in red and blue as
well as the process that the Planning Board went through to approve this article.

Attend Planning Board Meeting relative to Article 19.
Planning Board held discussions related to recent information regarding article 19. School
Committee at meeting to provide any information as needed. No formal discussions held by School
Committee.
