2. Minutes of November 28, 1995
Mr. McShane appointed Chairman in Mrs. Bonda's absence ( )
3. Discussion of Section 1.0 - Trends Extended.
a.Population, buildable lots discussed. Connery study stated easily build-
able lots gone, however 700 are still grandfathered in. Mullin study not
as conservative- excluded only wet lots.
b.Water- consumption down. Discussion as to whether due to change in
building codes i.e. low water flush toilets, low flow showers. Leak
detection program helpful, as is changing water meters. Some members
water is bad tasting, question if due to infrastructure of delivery pipes
or if due to marketing of bottled water.
4. Draft Request for Proposals and Scope of Services.
a.RFP to be advertised in the Sun Chronicle, Central Registry,Mass. Assoc.
Consultant Planners. There was discussion as to why not four different
RFPs as opposed to one general RFP. There was also discussion as to the
dollar amount and time frame - should it be specified or supplied by the
company as a basis for selection.
b.General consensus also was to sent out RFP with priorization.
5. Public Comment.
Mr. Karl Clemmy, 750 So. Main Street - asked if attendance was being taken,
thought Master Plan members would be doing a lot of the work with consul-
tants on the side. Mr. Clemmy also thought the Master Plan Committee
should have a full time secretary versus a part time volunteer. Mr. Clemmy
also wondered if brooks were drying up, and perhaps the large companies
were using too much water. Mr. Clemmy hopes public comment would be taken
into consideration.

Attach to December 12, 1995 Master Plan Committee Meeting.
SUMMARY: Discussed the Trends Extended Section of the 1988 Master Plan.
Population statistics are clown, water consumption is down, but school
population is way up. Shaun will compile the 1995 actual numbers for a variety
of the projections made in 1988.
We then reviewed and discussed the Draft Request for Proposals which had been
prepared. The preference of the Committee is for a single source RFP to
compileavailable' data and make recommendations in a single document. Specific
priorities will be highlighted on economic development, services and
facilities, transportation and plan options alternatives analysis.
Reminder made to the public that the Advisory Committee will be formed on
January 9th, at which point the 1995 Open Space and Recreation Plan will be
presented and reviewed. All members of the public are invited to attend.
