Discussion of Goals/Objectives- Shuan Burke 1. 1988 Planning goals compared with the 1995 Planning Charette Goals - Maintain and improve quality of education new from 1988. 2. Noted was a lack of a Town -wide ecomonic development plan- the Committee feels this is a need which needs to be addressed. 3. Preserve the small town character and open space - Question from Ms. Sennott- Can we preserve small town character by restricting such businesses as adult entertainment/ casinos, etc.? Mr. DeTrilio noted upcoming changes to the small town character such as the Williams Street bridge, the Gilbert Street bridge, the possi- bility of the West Mansfield train station. Mr. McShane thought more tools i.e. Scenic Roads bylaws, etc., could be utilized. Preserving the small town character was retained as a goal. 4. Retain some central role for downtown Mansfield- kept as a goal. 5. Maintain a diversified and affordable housing stock & Protect and preserve existing older neighborhoods replaced with Manage Growth and Development of Mansfield with insight to the future. 6. Protect and preserve the existing groundwater supply- retained as a goal. 7. Minimize need for public expenditure- retained as a goal. 8. Summary- deleted c and d from the 1988 Master Plan Goals and Ob- jectives, added #1 from the 1995 planning Charette. There was considerable discussion as to whether or not education should be included as a separate goal. Mr. Bill Williams stated clear objectives should be mapped out, i.e. park, water issues, sewer extension and train station parking expan- sion. V. Public Comment: Ms. Sennott stated time should be spent on the building of schools. Mr. Karl Clemmey stated Memorial Park, improvement and maintainance, should be a goal, as Memorial Park has historic significance to the Town, and that someone from the Housing Authority should come before. the Committee to discuss Section 8 Affordable Housing. Mrs. Marianne Macdonald thought caution should be exercised when talk- ing of expanding downtown/train parking as to maintain small-town character- neither small town charcter nor central role for downtown Mansfield could not be achieved if center of Town is paved over for train parking. VI. Summary: Add as goal: Mansfield should update and expand its —educational system —recreational programs —cultural programs i.e. library --public safety programs and departments —future expansion of its infrastructure —its government structure Mr. Shaun Burke will compile the list of Goals and Objectives VII.
