McCarthy- Recreation Department- stating that, based on numbers from
school enrollment projection figures, no other solution other than
additional recreational fields.
Mr. Shaun Burke discussed the RFPS. Having heard from Mr. Tom Pisitoro
from SERPED that they will not be responding to the RFP secondary to
short money, Shaun wondered if there would be an adequate number of pro-

options i.e. University students, volunteers, appropriating additional
from Town Meeting.

III. GOALS AND OBJECTIVES. (See Draft)
Reaction to last meeting: Mr. DeTrilio expressed being disturbed re:
the Master Plan has stated preserving older neighborhoods as an object-
ive, Mr. DeTrilio feels the Planning Board, by granting the Town an ex-
ception to utilize streets as parking will be a hindrance to the neigh-
borhoods. Mr. French stated the Planning Board did not give an excep-
tion, a bylaw provided the stance. Mr. Shaun Burke stated there will be
other conflicts, will be looking at the larger picture.
1. Preserve Mansfield's small-town character and open space.
Mrs. Flynn suggested limiting sewer expansion. In the discussion
that ensued a number of items were brought up: Industrial land can
be sewered, existing housing that will fail Title 5 has to be consid-
ered, questioning increasing lot size in Zone 2 to prevent density,
applying for money to re -build individual septic systems.
Mr. Madan stated need to keep Scenic Road by-law and see more Scenic
roads.
Mr. McShane stated preserving small-town character includes not only
downtown common, but also E. Mansfield and W. Mansfield villages.
Tom suggested using height restrictions, lighting, parking and devel-
opment of open space, and also using scenic roads.
2. Retain some central role for Downtown Mansfield.
Chair Bonda suggested identifying the role of the commuter rail. There
was much discussion concerning the train station, location of, expansion
of, etc..
CONSENSUS: Maintain downtown station as the only train facility, any ex—
pansion should be in the downtown, also, work with the MBTA
and others to guide expansion of the train station.
Bill Madan abstained from consensus as he will be on the
Train Advisory Committee.
Also discussed concerning central role for Downtown: defining Downtown
(as suggested by Mr. Clemmey), prevention of Rte. 106 retail development,
limiting "big box building" i.e. Wal—Mart, etc., encouraging small
business' downtown, prohibiting any further parking lots in front of No.
Main St. (limiting them to the back of buildings), Capitol improvements
for greenery, etc. downtown, talking to Telephone Co. concerning the re—
moval of the Downtown telephone poles, having Shaun Burke provide map of
zoning areas to assist in defining downtown, having Tom Prestwich come
to the meeting, improving aesthetics.

tives noted in Draft.

tion [and river green belts] activities of the Conservation Commission,
