.3. Update on requests for proposals
Shaun Burke informed the Committee that there were 3 responses to
the request for proposals and copies were distributed to Committee
members. He suggested that the committee take the next two weeks
to review the proposals and rank them. He will arrange to have the
consultants attend the next meeting of March 12 to meet them and
ask questions so that a recommendation could be sent to the Town
Manager. Mr. Burke will check their references over the next two
weeks. Mr. Dolan was pleased that 3 responses were received. Mrs.
Flynn was concerned that 3 was not sufficient. Mr. Burke suggested
that the committee should make that determination after their
'review. Mr. French recommended that 1/2 hour per consultant be
budgeted for interviews.
Motion: To review the proposals and meet with the consultants
on March 12
(Dolan -Madan) All in favor. PASSES
4. Revised Goals and Objectives
. Goal 1-Preserve Mansfield's small-town character and open space
Discussion on "limit extension of sanitary sewer to or through
undeveloped residential land" was extensive. Concerns were that
sewer not be extended to marginal land, wording be made stronger,
clarity be established, and clear direction be given. Consensus
was that the entire bullet should be replaced with:
. Prohibit extension of sanitary sewer in or through marginal
residential land
Encourage extension of sanitary sewer to industrial land
. Selective extension of sanitary sewer to exisiting residential
neighborhoods
Change "protect the Town's Zone II areas" to "protect the Town's
Zone II areas and canoe river ACEC
• Goal 2-Retain a central role for downtown Mansfield
Consensus was reached to delete "identify role of commuter rail
station in downtown to eliminate redundancy and to change "more
clearly define physical limits of downtown" to "more clearly
delineate geographic physical limits of downtown". "Maintain downtown
station as town's only rail facility and only area for rail expansion"
will be abbreviated to "Maintain downtown station as town's only
rail facility".
• Goal 3-Manage growth and development of Mansfield with insight to
the future
"Increase occupancy in retail stores and services" will be changed
to "Promote increased occupancy in retail stores and services".
Goal 4-Protect Mansfield's aquifers and groundwater recharge areas
The word "waterways" will be inserted after "Mansfield's".
5. Discussion of Goals and Objectives Continued
Goal 5-Minimize the need for public expenditure
Change "increase industrial base to focus on small and medium
businesses" to "increase industrial base to focus on new industry".
Change "develop marketing plan for Mansfield" to "develop marketing
plan for Mansfield to attract new business and industry".
Goal 6-Maintain and improve the quality of life in Mansfield
Delete "educational system"
Change "future expansion of its infrastructure" to "infrastructure"
Delete "its government structure"
. Goal 7-Support improvements in the quality of education
It was agreed that Chairman Bonds would contact Mrs. Chilson,
'} Chairman of the School Committee to schedule a meeting with the
School Committee on March 26, 1996 and to request that they
provide the Master Plan Committee with goals, objectives and a
mission statement in advance for their review.
