MASTER PLAN COMMITTEE
April 23, 1996
Present: Shuan Burke, Lionel Brooks, Jim Burke, Kathleen Nash, Bernie Dolan,
Tom McShane, Marydee Flynn, Duane Frederick, Donna Sennott, Peter
DeTrilio, Ralph Penney, John Sullivan, Tom French, Bill Madan,
Shirley Hanlon, Chair Andrea Honda.
Absent: Chris Marion/Bill Williams.
I. Meeting called to order 7:30 p.m..
Two new members welcomed to the Master Plan Committee- Donna Sennott-
Citizen at large, Ralph Penney- new member of Planning Board.
II. Correspondence: Minutes of Feb. 27th 1996 approved. All in favor -PASSES
(J. Burke, Sennott, Penney abstain).
Minutes of March 12th, 1996 approved- after removing D.
Frederick from 'present' All in favor- PASSES (D. Fred-
erick, Sennott, Penney abstain).
Note made of Water Dept, meeting with Planning Board May 1st, 1996 (Water
pressure problem brought up at Town Meeting under Capital Improvement vote
- Planning Board had been unaware of problem, requested meeting with Town
Engineer.
Mr. S. Burke announced meeting with School Committee re: goals scheduled
for Thursday, May 9th. After discussion it was decided to see if can be
re -scheduled for May 16th- Shaun Burke to check. Meeting with Ken Kreuti-
ziger (consultant) to be re -scheduled for May 28th, originally scheduled
with School Committee- Master Plan members would rather not use one of his
four meetings at that time. April 30th Master Plan Committee to meet.
III. Defining Mansfield's Neighborhoods and Downtown -
Two maps handed out- official Town map and Mansfield Zoning map.
Downtown- after much discussion the general concensus in defining the
boundaries of downtown are as follows:
Park Row westerly Kingman Pond, Rumford River West Street crosses Chauncy
at Thomas, include Train Station, Mansfield Ave southerly Crocker Street
Garden Street Columbus to Railroad right of way.
After much discussion the following boundaries were decided:
East Mansfield Village: Triangle of Common- Mansfield Oil.
West Mansfield Village: Old Country Store, Fire Station, Church.
West Mansfield: West of Hodges Brook.
East Mansfield: East of Canoe River.
IV, Summary- boundaries as above.
V. Public opinion- none.
VI. Motion to adjourn (Dolan- McShane) 9:40 p.m. All in favor- PASSES.
VII. Next meeting: April 30th, 1996, 7:30 p.m.
