Meeting called to order at 7:45 p.m.
Present: Andrea Benda, Bernie Dolan, and John Sullivan of the Planning Board; Peter
DeTrolio, ZBA; Shirley Hanlon, ConComm Alternate; Kathleen Nash, Lionel Brooks and
Donna Sennott, Citizens -at -Large; Shaun Burke, Director of Planning and Development.
Also present were: Paul Folkman and Jay Barrows.
Correspondence: Minutes of September 12, 1996
Recommendations: Consultant's recommendations should include not just what, but
how. The commitee was concerned that the recommendations were overly broad with no
site or specific proposals in last section.
Jay Barrows asked about identification of the downtown boundary lines. He also
commented about limiting commercial/retail development outside of "downtown" and
about the need to keep the train station in the downtown area.
Paul Folkman remarked that it seems as though we're "missing the boat" on the train
station. He also commented on the fact that it's critical to look at table of uses now
because the marketability of land along 495 and West Mansfield has reached or will reach
positive point in the next three years.
The committee discussed potential commercial and industrial buildout and wondered if
the town's desire was to provide regional services. Areas where sewer should be
expanded were discussed. Industrial areas first, some commercial areas, and then existing
residential areas.
The draft of the Transportation section was reviewed and the recommendations were
discussed. Trains are presently running seven days a week, providing roundtrip
transportion between Mansfield and Boston for $7. It was suggested that other access
options to the MBTA lot --County Street and out to Central Street in Foxboro --should be
included as part of the discussion
The meeting adjourned at 9:45 pm.

September 12, 1996
Meeting called to order at 7:35 p.m.
Present: Thomas French, Marydee Flynn, Bernie Dolan, John Sullivan and Tom
McShane of the Planning Board; Peter DeTrolio, ZBA; Shirley Hanlon, ConComm
Alternate; Kathleen Nash and Donna Sennott, Citizens -at -Large; Shaun Burke, Director
of Planning and Development.
Correspondence: A letter was received from Marianne Macdonald, volunteer secretary
to the committee, resigning from the position. The committee requested that a letter of
thanks be sent to Ms. Macdonald.
The committee discussed their need for secretarial support to replace the volunteer
services of Ms. Macdonald. Since there is no money allocated in the Master Plan budget
and insufficient funds in the Planning Board budget for this position, the committee
requested that Mr. Burke send a memo to the Town Manager requesting funding for the
position.
The progress made by Kenneth Kreutziger, Master Plan Consultant, was discussed and it
was determined that the October 1, 1996, deadline was not going to be met. It was
decided to renegotiate the contract, extending the deadline to December 1, 1996, with the
understanding that no additional funds would be allowed and that specific milestones be
established for each section to keep the project on track.
Motion: To extend the Master Plan completion date to December 1, 1996, with no
additional expenditure of funds and with specific milestones established for each section.
Sullivan -Dolan) All in favor. PASSES
The committee agreed that it was time to get back to work in earnest after the summer
break. It was suggested that a meeting be setup with the School Committee to review the
draft of the "Mansfield Public Schools Strategic Plans: Goals and Objectives." It was
the consensus of the members of the Master Plan Committee that it would be necessary to
finalize the update by December 1, 1996, in order to have the warrant article prepared by
February 1, 1997, for the Annual Town Meeting in April.
Motion: To set a meeting date with the School Committee when they have a completed
draft of the strategic plan for the Mansfield Public Schools.
(DeTrolio-Dolan) All in favor PASSES
The committee discussed setting a deadline of October 1, 1996 for the third section and
decided that the deadline would be better set for September 24th so that a meeting can be
scheduled with the ZBA for either October 1st or October 8th. Mr. Burke will contact
them to schedule.
The next meeting of the Master Plan Committee will be held Tuesday, September 17,
1996 at 7:30 p.m. A list was compiled of townspeople who the committee felt would be
interested in the transportation and land use sections and they will be invited to attend the
next meeting.
The meeting adjourned at 9:20 p.m.
