Discussion of Action Plan
Lorilee Fish and Jim Higgins of the Recreaction Commission led the discussion of indoor
recreation opportunities, stating that there is not enough indoor recreation space. Mr.
Higgins, who is involved in youth basketball, cited the lack of gym space. The need to
explore creative ways to provide space to fill the needs was discussed, with the
suggestion that it may be necessary to establish private/public means of funding and
support for new facilities, such as a field house. The question was raised as to whether
anyone has sat down with the Municipal Building Commmittee, to which the response
was that the only communication had been to see the effect of school expansion on gym
usage.
Mr. McShane asked for an update of user projections of outdoor space needs and a
projection of future indoor space needs. Mrs. Flynn questioned whether the Recreation
Commission would be bringing a proposal to Capital Improvements. Mr. McShane also
requested that the Recreation Department do a comparison survey with area communities
which would reflect the number of public gymnasiums and recreational fields and the
number of people utilizing them.
Chapter 61 - Land: Discussion of land in agricultural use under MGL 61
The questions was raised as to whether there are any type of local programs in place that
could be used as a model for land acquisition. The possibility of using revolving funds,
real estate transfer taxes and purchase development rights were mentioned. The example
was given of a "farm" in Peabody which is owned by the town, but is actually used as a
farm.
A lengthy discussion concerning the housing section followed. Topics discussed
included the decreasing percentage of subsidized housing units in Mansfield as a function
of marketed single family construction over the past 6-7 years, density bonus with the
residential cluster, Zoning By-law, and mixed use village development concept.
