Minutes of
November 12, 1996
Meeting called to order at 7:30 p.m.
Present: Tom French, Tom McShane, Bernie Dolan, and John Sullivan of the Planning
Board; Peter DeTrolio, ZBA; Shirley Hanlon, ConCom Alternate; Kathleen Nash, Donna
Sennott and Lionel Brooks, Citizens -at -Large; Shaun Burke, Director of Planning and
Development.
Also present were: Jean Miller and Jeff Sankey of the School Committee; Donald
Nicoletti, Superintendent of Schools
Tom McShane was voted acting chair and provided some background on the Master Plan
process and desire to incorporate some goals into the Master Plan.
Ms. Miller advised the committee that the draft of the Strategic Plan 2001 was not done
by the School Committee, but rather by the Leadership Team. Ms. Miller explained that
the team is a group of school administrators and principals, and the plan is only one part
of two. So far it contains the "what" but not the "how." Mr. Sankey responded that he
has no real problem with the plan, but it has not been formally accepted by the School
Committee. When asked if the School Committee was ready to adopt the plan, Ms.
Miller stated that it is difficult to approve something that does not clearly demonstrate
"how" it will be accomplished.
Dr. Nicoletti explained that the second part of the plan should be complete sometime in
January or February. Mr. McShane stated the importance of including some goals in the
Master Plan. The consensus of those present was that three school goals present in the
completed section be the School's comprehensive plan and be included in the Goals and
Objectives section of the Master Plan and that the entire plan could later be added to the
Master Plan as an appendix..
Transportation Section
1. Add to page 9 "Proposals and Recommendations" to keep Route 140 a limited access
highway with no curb cuts from Foxborough
2. Have consultant define source of street classification, especially Maple and Gilbert
Streets.
3. Add to "Proposals and Recommendations" section: intersection of Route 140 and
School Street.
4. Mail to Committee Train Station background information, including memo of May,
1995, Maps of options.
