William F. Williams, Town Manager, addressed the newly appointed members and
explained his "vision" for an highly active commission which will have a more visible role
in the community and will work to advise and support the other town boards committees
in matters related to industrial and business development.
2. Reorganization
Because three new members have been appointed, the first order of business was the
election of a Chairperson and Vice Chair. Dennis Grady nominated Ian MacDonald and
the nomination was seconded by Tom Prestwich. Motion passed 5-0, Karl Clemmey
nominated Jay Barrows for Vice Chair and the motion was seconded by Ian MacDonald.
Motion passed 5-0.
3. Old Business
Chris Marion gave a run-down on outstanding projects from last year. The letter to the
Industrial Park was composed and sent and the draft list of businesses that are in located
in the Industrial Park was also completed. The Permitting Guidebook project has been
expanded to also cover licensing procedures and it is anticipated that an initial draft will be
finished and ready for IDC review in late February.
4. New Business
Chris Marion explained that he was working to merge a local business list with the
Industrial Park list so the IDC will have a complete listing for Mansfield. It was also
suggested that the IDC work on a list of goals and objectives for industrial and business
development and submit it to the Master Plan Committee to help them with this portion of
the plan.

Page Two
In regards to keeping a "clearing house" of information on file in the Town Manager's
office or the Planning Office, in regards to the Industrial Park, Mr. Clemmey pointed out
that it would be more prudent to just know what in Mansfield is zoned industrial and who
the proper real estate contacts are for the available industrial land and the Industrial Park.
Mr. Larch questioned exactly how many parcels of land are actually still available for
industrial use and further discussion ensued. Mr. Clemmey suggested that the IDC meet
with a representative from Cabot Partners at the next meeting, to get more information on
the Industrial Park and maybe even investigate the possibility of getting Cabot Partners to
do a brochure.
5. Around the Table
The issues under new business carried over into the `Around the Table" discussion;
All members present agreed that the next meeting should be spent discussing and deciding
the mission, role and objectives of the IDC. It was decided that the group should also get
copies of the zoning bylaws and begin to develop a working knowledge of how they are
set up and how they relate to industrial and business development.
Jay Barrows brought up the issue of the unruly trees on Town land near the NYNEX
building. The members decided that this type of issue may be beyond the scope of the
IDC and should be referred to the Downtown Merchants Association.
6. Next Meeting
