Mansfield Industrial & Development Commission
April 29, 1996 96 DEC 23 PM 3: 28
MEETING SUMMARY
The meeting was called to order at 7:31 PM in the conference room located in the
Mansfield Electric Department's office building. The members present included Jay
Barrows, Karl Clemmey, Dennis Grady, Tom Prestwich, and Ian MacDonald. Also
present were William F. Williams - Town Manager, John Larch - Electric Department
Manager, Chris Marion - Assistant to the Town Manager and Patrick Mullaney - Cabot
Partners. Not present was Jack Vultaggio.
1. Meeting Summary
Tom Prestwich moved to accept the 3/21/96 Meeting Summary (Second - Dennis Grady).
2. Draft Letter and Industrial Business Survey
The Commission members reviewed and approved the letter that will be sent to the
businesses located in the Industrial Park by each individual member. JB said that before
the letters are sent, each IDC member should call the businesses that they are responsible
for to verify the contact persons.
The IDC then reviewed the Industrial Business Survey and discussed several minor
additions and changes. It was also decided that the survey would be used by the IDC
members, once they establish contact with their respective businesses.
3. Discussion with Patrick Mullaney from Cabot Partners
Patrick Mullaney talked about the Cabot Partners organizational structure and how his
company is an "agent of the owner" with regards to the 4-5 penchant funds (limited
partnerships). The types of "business friendly" initiatives that he thinks would be
beneficial for the Town to explore include: reducing the frontage requirements for non-
conforming lots that are zoned I1, allowing shared parking lots for neighboring facilities in
the Industrial Park and streamlining the "use" variance process.
4. New Business
A. The Commission reviewed and accepted the Mission Statement. The original will be
signed at the next meeting and distributed to the Board of Selectmen, Master Plan
Commission, etc.
B. In reference to tax incentives for undeveloped parcels, DG pointed out that several
businesses are already filing for abatements using out-of-state attorneys. JL added that
