MEETING SUMMARY
The meeting was called to order at 7:15 PM in the conference room located in the
Mansfield Electric Department. The members present included Karl Clemmey, Jay
Barrows, Ian MacDonald, and Tom Prestwich. Also present were John Larch - Electric
Department Manager, Chris Marion - Assistant to the Town Manager, and Ken
Kreutziger, Master Plan Consultant. Not present were Dennis Grady, Chris Trombetta,
Jack Vultaggio, and William F. Williams - Town Manager.
1. Meeting Summary
Tom Prestwich moved to accept the 10/10/96 Meeting Summary (Second - Jay Barrows).
2. Second Meeting with Ken Kreutziger - Master Plan Consultant
Ken Kreutziger's discussion focused on tax rates, utilities, workforce breakdown, and the
key pieces in town for industrial and commercial development. John Larch also discussed
electric power outages and rates under deregulation. Jay Barrows emphasized that the
IDC should serve as a "conduit" for business issues.
3. New Business
A. Surveys and Meetings with Cabot Park businesses: No new developments were
reported.
B. Tax Rate Phone Survey: Chris Marion distributed the results from a tax rate phone
survey to the members for IDC review and comment. He suggested that the IDC meet
with the Board of Assessor's to work on a presentation for next year's tax classification
hearing.
C. Meetings: Chris Marion will schedule meetings with Belknap -White and the
Assessor's for January - February. The IDC is still waiting for Mr. Larch to schedule a
joint meeting with the Light Commissioners.
4. Next Meetine
The IDC agreed to meet in early December, date T.B.A.
5. The meeting was adjourned at around 8:45 PM.
