There was no quorum present for the meeting and therefore no votes could be taken. 2. Beverly Estes-Smargiassi gave a brief update on the Program These staff is presently working on what are likely to be the final three cases in the housing rehabilitation program. The program will have assisted either 17 or 18 units total, depending upon the outcome of the waiver request (which will be delayed for discussion at a future meeting). Originally, it was hoped that the program would be able to serve 20 units. However, the program found that the typical unit served needed a significant level of assistance. With only one exception, even the emergency cases required extensive (and expensive) work. In light of this, the pending application to the Department of Housing and Community Development (DHCD) for additional funding to continue the Housing Rehabilitation Program has requested a larger amount of funding per unit, and more funding overall. Waiver request was postponed due to the lack of a quorum. However, an update on the project status was provided to those present. The owner has terminated of the contractor, due to his inability to complete the job in a timely manner, and due to his lack of adequate licenses to complete the work. There are ongoing discussions with the owner and DHCD over how to complete the project, and whether the project could be reduced in scope so that the owner could secure a tenant for the rental unit as soon as possible. The proposal diseiissed with the owner and DHCD is to reduce the scope of the project to a single unit project, as no substantial work has been done on the rental unit. This would allow the owner to move a tenant into the unit quickly, and herself move into the original owner's unit. DHCD has indicated that they would likely approve a waiver to allow this scenario, provided (should the Town receive additional housing rehabilitation funding) the Town agree to complete the work on the rental unit as funds were made available from DHCD. 4. Beverly also gave a brief update of the emergency case referred by Social Services. A local Church youth group is hoping to help with the project, both moving out furniture and belongings for the owner prior to construction, and returning to paint at the end of the project. These mimytes leave been accepted and approved. Date: S 3bi
