Dear Mr. Dumas:
As required by the Massachusetts Contingency Plan (MCP) 310 CMR 40.1403(3)(d), BETA Group, Inc.
(BETA) is notifying you that a Release Abatement Measure (RAM) Completion Report and Permanent
Solution Statement with No Conditions is being submitted to the Massachusetts Department of
Environmental Protection — Bureau of Waste Site Cleanup (MassDEP — BWSC) for a release on a portion
of the 87 & 87R Central Street property in Mansfield, Massachusetts (the Site). The document is being
submitted to MassDEP on behalf of our client, Sunrise Erectors.
In accordance with 310 Code of Massachusetts Regulations (CMR) 40.0440, RAM activities were
implemented from November 2019 to April 2020 to manage petroleum contaminated soils on the
southern portion of the property associated with two former diesel fuel tanks. MassDEP was notified of
the release when concentrations of select petroleum hydrocarbon compounds exceeded the applicable
Reportable Concentrations for Soil Category 1 (RCS-1) standards during an ASTM Phase II Environmental
Site Assessment. The project was performed in accordance with customary principles of environmental
science and engineering and processes described by the Commonwealth of Massachusetts Department
of Environmental Protection (MassDEP) in 310 CMR 40.0000 — Massachusetts Contingency Plan (MCP).
Subsequent RAM activities included visual assessment of potentially impacted areas; subsurface soil and
groundwater sampling and analysis; and the excavation and off -Site removal of approximately 4,200
tons of petroleum -impacted soil.
A Method 1 Risk Characterization was performed upon completion of the assessment activities. The risk
characterization documents that a level of No Significant Risk exists at the Site. Implementation of an
Activity and Use Limitation (AUL) is not required to achieve or maintain a level of No Significant Risk
pursuant to 310 CMR 40.1012. A Permanent Solution with No Conditions has been achieved for the RTN
4-27985 Disposal Site.
