Chairman Feely called the meeting to order at 3:03PM
Mr. Feely stated that the CIP Committee needed to make their recommendation tonight so that the
Finance Committee could have that information for their meeting that was later that evening and for the
Select Board for their meeting next week. Mr. Epstein asked for an explanation and more information on
the scale of the PFAS System. Mr. Gaffney explained that PFAS was found in two wells Cate Springs and
Walsh Well. Cate Springs has an existing building with a green sand filter and an additional filter tank
will be added. Walsh Well has a green sand filter and an older tank so an additional two to three wells to
increase capacity at that location as well as address the PFAS issue. Ms. Friedman asked how big the
building at Walsh will have to be. Mr. Gaffney said he doesn't know, as the PFAS system has
not been designed yet. Ms. Friedman asked if the estimate includes the cost of the new building;
the answer was yes. Mr. Epstein asked if there is increased contamination in the wells and where
the PFAS is coming from. The answer was the source of the PFAS is unknown, and at this point,
the focus is on removal. Ms. Scher said she was concerned about spending millions on each well
and having that work only be a band -aid. She suggested working regionally. Mr. Feely said there
are two issues; cleaning the water and tracing the source. Mr. Epstein asked about the additional
cost on water bills; the answer is it will be around one percent, or about $6.00 per customer.

Ms. Friedman asked about vehicle replacements for other Town Departments like Public Safety. Mr.
Dumas summarized that money is set aside each year fi•om the revolving fund for an ambulance
replacement that will be needed but the major apparatus was replaced last year. He also noted that the
police department did not get any new vehicles last year so there will be requests in the new plan that
comes out for next year. Mr. Feely also added that many of the vehicles for DPW and Water Division in
this request are replacing vehicles at their end of life and doing so out of necessity as they are needed for

snow removal. It is updating the fleet and addressing the potential issue of snow removal and it is needed
for CIP to be flexible to deal with emergent issues and being able to change the plan.
