Donovan Hazardous Waste Coordinator Dept of Environmental Quality Engineering Commonwealth of Massachusetts Lakeville Hospital Lakeville, Massachusetts 02346 References Your Letter, January 18, 1982 Dear Sirs - In accordance with the proposed schedule of action contained in your letter, we have already initiated actions as permitted by the severe winter weather, in accordance with the revised schedule. The services of Franklin Pumping Service (Mass k719 EPA MAD-0848- 14136) have been retained to assist in recovery operations. Arrange- ments have been made to ship any oils that my be recovered to an in- dustrial facility capable of using them in accordance with applicable regulations rather than to utilize a disposal facility. The property is now owned by a third party with whom we have a close working re- lationship so that .licenses and acceses can be easily obtained for whatever operations may be required. Laboratory testing of samples taken during exploratory sampling is being conducted. Other items of the proposed schedule will be addressed as weather and ground conditions improve and we trust that you will find us cooperative and responsive in dealing with this mattor, allowing for the size and naturme of our business. We would like to take this opportunity to re-emphasize several facts regarding this situation. 1.) The probable source for contamination presumed caused by our operations goes back to the 1950's and has long since been corrected. 2.) A knowledge of this groundwater contamination dates back to 1972 and since that time we have been continuously working on or monitoring the problem. 3.) From approximatly 1976 until November 1981 we observed only the most minute traces of oils in our existing traps and containments; however, following heavy rains this autumn we noted an increase in activity and made notification of such - Cont on Page 2 - Manufacturers of Douglas Fir Crossarms Electrical Pole Line Equipment Pressure Wood Treatine Pressure Treated Forest Products Custom Kiln Drying j/ Pir. We feel that the oils seen along the river bank at this time resulted from vandalism to our recovery equipment a number of years ago, however further testing will be done to verify this fact. If I can provide any additional information or take any additional action between now and the next milestone date,'please to not hesi- tate to contact me. Yours very truly, William E. Haynes ,,M/deo
