Engineering Report Review
The Department's Division of Water Pollution Control is in receipt of an
engineering report titled:
It ASSESSMENT OF CURRENT GROUNDWATER CONDITIONS OF THE RUMFORD RIVER
AND
RECOMMENDATIONS FOR IMMEDIATE AND LONG TERM SOLUTIONS,
prepared for your firm by
M.A. Fitzgerald, Consulting Engineer
Franklin, Massachusetts
m
The report historically address steps that have been undertaken to complete
a recovery effort since oil was first detected leaching from the banks of the
Rumford River in November of 1972.
In mid November of 1981 personnel of your firm observed an increase in
the quantity of product being monitored. Subsequently, oil was detected in
test pits being installed for the purpose of performing percolation tests by a
third party, indicating that oil was present in the groundwater in an area
adjacent to your property.
Your consultant has proposed short and long term actions which may be
taken to contain and remove residual product from the groundwater which -the
Department has deemed appropriate subject to the following provisions:
1. Any hazardous wastes discovered in the dump site on the southeast
side of the property must be properly removed and disposed by
a licensed hazardous waste contractor.
2. A final plan of the permanent observation pit locations shall
be submitted to the Department following installation of same.

3. Serious consideration should be given to the installation of
groundwater intercepting trenches as a means of determining the
extent of contamination.
4. Progress reports including product recovery rates are to be
submitted monthly.
If you have any questions concerning this letter please contact Philip S.
Ripa of my staff at (617) 947-1231, ext. 680.
Your continued cooperation in this matter will be greatly appreciated.
