DEP Site No. 4-0571
Progress Report
Dear Mr. Boelitz:
As you are aware, Hatheway and Patterson Company, Inc. has filed for bankruptcy and
terminated its operations at their 15 County Street, Mansfield facility. The owners of the
facility remain committed to fulfilling their obligations regarding the assessment and
ultimately, the cleanup of the site. Penney Engineering, Inc has been retained by
Hatheway and Patterson, as the debtor in possession, to continue to operate and
maintain the existing Short Term Measure, proceed with the approved Proposed Interim
Measure test pitting program, and to complete the supplemental Phase II -
Comprehensive Site Assessment tasks for the site. Penney has been approved by the
Bankruptcy Court to provide these services on a continued basis.
The remainder of this progress report will summarize our activities at the site for the
month of April. We have initiated a new reporting program to include sending copies of
our reports to the Mansfield Board of Health. The monthly monitoring reports for the
Short Term Measure (STM) will continue to be sent to you and the Mansfield
Wastewater Treatment Plant.
Interim Measure Proposal Status
We are awaiting authorization from the bankruptcy attorney and court to proceed with
the test pitting program for the approved Proposed Interim Measure. We are tentatively
scheduled to begin the week of June 7. We will call your office in advance to inform you
of the exact date so that you may arrange to be present.

A program of weekly bailing of free -phase oil from wells MW-6 and MW-12 was
implemented in December, 1992. This program will continue until the completion of the
Interim Measure which is intended to address the oil in the wells. The dates and
quantities of oil recovered from the wells since our last update, measured by the
thickness of the oil layer within each well, are summarized in Table 1.

A breakout of free -phase oil to the wetlands south of well MW-12 was detected on
March 29, during a weekly inspection of the area. Approximately 0.1 inch of oil was
observed on the surface of the standing water within the same area previously
described by the December, 1992 breakout. Absorbent pads were placed in the
wetlands in order to recover the oil and prevent further migration. The Department was
immediately notified of the condition and a site inspection was attended by you, Mr. Paul
Vigeant, Mr. William Haynes, and Mr. Scott Leite on March 30, 1993. Our February 23,
1993 Interim Measure Proposal approved by the Department is intended to abate the
breakout of oil to the wetlands.
Phase II Comprehensive Site Assessment Progress
Repairs were performed on two of the existing monitoring wells on May 4. A 12-inch,
steel manhole was cemented into place around the top of well MW-1 to prevent the
introduction of surface water to the well. The well is protected by a flush -mounted gate
box which had been set lower than the surrounding ground surface. Also, a steel
standpipe with a locking cap was installed over well MW-4 and cemented into place.

than the surrounding ground surface, thereby providing the potential for the introduction
of surface water into the well.
An instrument survey has been performed in order to prepare a topography and
groundwater contour plan. The plans will be used to evaluate the effectiveness of the
existing STM and the final remedial measure for the site.
On April 5, 1993 groundwater samples were collected from the top of the groundwater
table at selected locations using a see -through plastic thief. The thief was
decontaminated between sampling locations. The samples were inspected for the
presence of free -phase oil in order to determine whether the high water table conditions,
which were observed in early April, may have caused the release of oil from the
subsurface contaminated soils into the groundwater. The locations sampled and the
results of the sample inspections are presented in Table 2. The depths to groundwater
were not measured, however, this information may be useful in the assessment of
contaminant migration between soil and groundwater media.

The third quarterly round of media sampling and analysis is tentatively scheduled for the
week of June 14, 1993. The sampling event will include groundwater sampling and
gauging from the 17 existing monitoring wells; surface water sampling from five stations
along the Rumford River and backwash; and sediment samples from the bottom of the

Rumford River and backwash at four stations. The locations of all sampling stations are
shown on the Site Plan which was included in our Monthly Progress Report dated
February 10, 1993. (A copy is being sent to the Board of Health with this report.)
Summary
Penney Engineering continues to operate the existing groundwater treatment system
defined as a Short Term Measure at the Hatheway and Patterson site. Since the
shutdown of the facility, we have performed periodic inspections of the groundwater
treatment system, and will continue to submit monthly monitoring reports. We will keep
your office informed of the progress of our Phase II assessment and the Proposed
Interim Measure activities. Please call us if you have any questions.
Yours truly,
