DEP Site No. 4-0571 Dear Mr. Boelitz: It was a pleasure to meet you at the Hatheway & Patterson Company, Inc site on January 5. As we discussed at that time, Penney Engineering, Inc (Penney) will advise Hathaway Patterson of the need for the implementation of measures to abate the breakout of free phase oil to the wetlands south of MW-12. As you requested, we will develop a plan to address this breakout and submit it to the Department by the end of January. The plan will include proposed locations of additional subsurface investigations, if needed, as well as proposed remedial response actions which will temporarily address the immediate problem. Information obtained from the investigations will be used to design appropriate remedial measures. As you requested, Penney will also review the design of the existing Short Term Measure to determine the source of the oil spots which were observed on the surface of the Rumford River and the adequacy of the system to handle the problem. We will evaluate the observation sumps adjacent to the STM for the presence of free phase product during our next scheduled system check. As you requested, the observations of measurable product and/or sheen noted during the well gauging performed on December 17, 1992 are provided in the table below: 125 High Street, Mansfield, MA 02048 (508) 261-1288 FAX (508) 261-1208 Recycled Paper Mr. Boelitz January 7, 1993 Page 2 Location Oil Observed Location Oil Observed MW-1 none MW-9A none MW-2 heavy sheen MW-96 none MW-3 sheen MW-10 none MW-4 none MW-11 light sheen MW-5A heavy sheen MW-12 2.5 inches oil MW-513 heavy sheen PW-1 MW-6 9.5 inches oil P-1 none MW-7A sheen P-2 none MW-713 sheen P-3 none sheen MW-8A none P-4 sheen MW-813 none P-5 sheen Since December 18 we have been removing any free phase oil from MW-6 and MW-12 on a weekly basis. We will continue to monitor the wells on that schedule to determine whether there is sufficient oil at those locations to warrant an automated bailing system as you requested. We will continue to keep you informed of our progress regarding the Phase II investigation. Yours truly, PENNEY ENGINEERING, INC Paul D. Vigeant Staff Scientist cc: Hathaway & Patterson AMvn✓ ,.
