DEP Site No. 4-0571 Progress Report for July 1993 Dear Mr. Boelitz: This progress report is intended to update the Department on the activities involved in the performance of the Supplemental Phase II Comprehensive Site Assessment and the Interim Measure assessment being conducted by Penney Engineering at the Hatheway & Patterson site. Interim Measure Assessment In order to obtain groundwater elevation data within the wetlands on the southern portion of the site, two additional observation wells (OW-13 and OW-14) were installed on July 30. As reported in our June progress report, the observation wells OW-1 through OW-7, previously installed to depths of approximately two feet in the wetlands were dry when gauged on July 21. The two additional wells were installed to a depth of four feet below grade and into the groundwater. The wells were composed of five-foot lengths of six-inch diameter, perforated PVC drain pipe and were installed by hand with the aid of a post hole digging tool. The locations of the wells will be plotted on the Interim Measure Plan which will be submitted with the Interim Measure Design Report upon completion. The vertical elevations of the two newly installed wells were surveyed on July 30. The wells were allowed to equilibrate and were gauged on the morning of August 2. The results of the survey and gauging activities are presented in Table 1 below. 125 High Street, Mansfield, MA 02048 (508) 261-1288 FAX (508) 261-1208 Recycled Paper Mr. Marcel Boelitz August 27, 1993 Page 2 TABLE 1 WELL GAUGING RESULTS Measuring Point Depth to Groundwater Free -Phase Location Elevation Groundwater Elevation 'I i c es OW-13 162.42 4.96 157.46 none OW-14 163.30 4.58 158.72 none Supplemental Phase II Activities As discussed in our August 5, 1993 letter to Mark Begley, Chief of DEP-SERO's Site Remediation Section, Penney has been attempting to establish a consistent payment program in order to continue our work at the Hatheway & Patterson site. In the meantime, we are only conducting work tasks that are critical to maintaining the health and safety of the public and the environment. We anticipate that work on the Supplemental Phase II project will resume in early September. We will advise the Department if such a payment arrangement cannot be reached, thereby forcing us to suspend all work at the site. We will continue to keep the Department informed of the progress of the Supplemental Phase II assessment and the proposed Interim Measure activities. Please call if you have any questions.
