Progress Report for August 1993
Dear Mr. Boelitz:
This progress report is intended to update the Department on the activities involved in
the performance of the Supplemental Phase II Comprehensive Site Assessment and
the Interim Measure Assessment being conducted by Penney Engineering at the
Hatheway & Patterson site.
As discussed in our August 5, 1993 letter to Mark Begley, Chief of DEP-SERO's Site
Remediation Section, Penney has been attempting to establish a consistent payment
program in order to continue our work at the Hatheway & Patterson site. In the
meantime, we are only conducting work tasks that are critical to maintaining the health
and safety of the public and the environment. We will advise the Department if such a
payment arrangement cannot be reached, thereby forcing us to suspend all work at the
site.
A bankruptcy sale by public auction was held at the site on August 24. Machinery and
equipment sold at the auction, including two treatment pressure vessels, have been
and continue to be removed from the premises. The No. 2 fuel oil has been removed
from the above -ground tank at the site. During the removal of Cylinder #3 from its
enclosed building, the piping for the site's Short Term Measure was partially
dismantled. The piping needs to be repaired and the electrical power restored to
resume the operation of the STM.
On August 24, personnel from the Department inspected monitoring well MW-12 and
reportedly observed four inches of floating oil. In response, Penney reinstituted a
weekly bailing program for wells MW-6 and MW-12 beginning on August 26. The dates
the wells were checked and the thicknesses of floating oil layer measured are
summarized in Table 1. The oil was removed from the wells by extensive bailing after
each inspection. The oil was placed in a covered, labeled 55-gallon drum adjacent to
MW-12. Once the drum is filled, it will be properly disposed of as a hazardous waste.

The source of the oil which has recently migrated to wells MW-6 and MW-12 is
uncertain, since no significant quantities of floating oil were detected during our Interim
Measure assessment test pitting program performed in June. The oil may have been
washed out from oil saturated soils as a result of the fire at the Conlon and Donnelly
property, where an estimated one million gallons of water was discharged near the
northeastern portion of the site in a relatively short period of time on July 14, No
significant quantities of floating oil were detected in any of the wells gauged on July 21,
Due to the substantial layer of floating oil in each well, both wells will be inspected and
bailed twice each week until no longer detected. Our future reports will include a
discussion of the oil in MW-6 and MW-12.
We will continue to keep the Department informed of the progress of the Supplemental
Phase II assessment and the proposed Interim Measure activities. Currently, we are
preparing to submit a report of our Interim Measure assessment program. Please call if
you have any questions.
Yours truly,
