As discussed in our August 5, 1993 letter to Mark Begley, Chief of DEP-SERO's Site Remediation Section, Penney has been attempting to establish a consistent payment program in order to continue our work at the Hatheway & Patterson site. In the meantime, we are only conducting work tasks that are critical to maintaining the health and safety of the public and the environment. We will advise the Department if such a payment arrangement cannot be reached, thereby forcing us to suspend all work at the site Pressure -treating cylinders No. 3 and No. 4, which were sold at the auction held August 24, were removed from the site on September 1 and September 7, respectively. The contents of the above ground No. 2 fuel oil storage tank were transferred to a tank truck and removed from the site on or about September 8. The Mansfield Fire Department responded to a fire at the site on September 10. The fire was started inside the Stacker building by riggers who were removing the machinery and equipment. The fire was limited to the machinery and did not appear to have damaged the structure. 125 High Street, Mansfield, MA 02048 (508) 261.1288 FAX (508) 261-1208 Recycled Paper Mr. Marcel Boelitz October 15, 1993 Page 2 On August 24, personnel from the Department inspected monitoring well MW-12 and reportedly observed four inches of floating oil. In response, Penney reinstituted a weekly bailing program for wells MW-6 and MW-12 beginning on August 26. Several additional site wells were inspected for the presence of oil on September 17. No oil was detected in wells MW-3, MW-5A, MW-7A, MW-9A, MW-10, recovery well #1, the STM pumping and recovery sumps, nor observation sumps OS-1 and OS-2. Well MW- 1 and recovery well M-1 were dry at the time of the inspection. Well MW-12 contained 15.5 inches of oil and well MW-6 contained 4.0 inches of oil. Oil was also detected in wells MW-8A, containing 6.3 inches, and MW-2, containing 5.0 inches of oil. The dates the wells were checked and the thicknesses of the floating oil layer measured are summarized in Table 1. The oil was removed from the wells by extensive bailing after each inspection. The oil was placed in a covered, labeled 55- gallon drum adjacent to MW-12. Once the drum is filled, it will be properly disposed of. The quantity of oil in each of the wells appears to have peaked between September 17 and 24, and has shown a decreasing trend since that time. We will continue to remove the oil from the wells on a weekly basis until no substantial oil can be recovered. We will also inspect each of the wells at the site again in November to determine if the free phase oil has migrated over time. PENNEY ENGINEERING, INC Mr. Marcel Boelitz October 15, 1993 Page 3 We will continue to keep the Department informed of the progress of the Supplemental Phase II assessment and the proposed Interim Measure activities. Currently, we are preparing to submit a report of our Interim Measure assessment program. Please call if you have any questions. Yours truly, PENNEY ENGINEERING, INC !w Paul D. Vigeant Ralph P.
