Dear Mr. Haynes:
On July 21, 1982, Joseph Shepard of the DEQB, Clean Up Project Manager
Hatheway & Patterson, and Walter F. Walsh, Mansfield Public Health Department
conducted an on -site inspection of the property adjacent to the plant on
County Street. We found:
1. A pump raising contaminated ground water to the surface and then
discharging directly on to the ground. In your report to the DEU
you stated this pump was pumping 2,000 gallons per hour. A flow
test of the pump showed that it was pumping less than 60 gallons
per hours.
2. The plywood barriers installed in 1972 appear to be doing no good
and would be better replaced by a deep interceptor trench.
3. The booms in the river do not appear to be containing the oil as
they were originally designed to do.
4. I could find no evidence of any test wells dug around the area to
establish the direction and periphery of the contaminated ground
water.
I have discussed the matter at length with Mr. Shepherd and it appears that
the clean-up methods need to be re-evaluated.
Please get in touch with myself or Joseph Shepherd so that we may go over
these points in detail and possibly come to a quick solution.
