Dear Sir:
This is a request for the imposition of a civil penalty against the
captioned company, under section 311(b)(6) of the Federal Water Pollution
Control Act.
The company has had a periodic discharge of #2 fuel oil into the
Rumford River in Mansfield, Massachusetts during the period June -

A more detailed memorandum of fact is attached, together with a copy of
the letter sent to us by the citizen.
In view of the substantial time period over which the discharge
occurred, because the receiving water is so small as to be especially
adversely affected by oil discharges, and since no report of the spill
was made to the federal government until well after the discharge started,
we urge the imposition of a penalty of $3000, having in mind that the
company employs fewer than 50 people, and that the Massachusetts Division
of Water Pollution Control reports that it received "excellent" cooperation
from the company during cleanup.
Attorney George R. Ciampa of my enforcement staff will assist you in
any way possible. We request that he be kept advised'of the course of
your action.
Sincerely yours,

Regional Administrator
