Subject: Unresolved disposition of soils from STM
Dear Mr. Boelitz:
As you will r^.ecal].... .... t.he—,construction of the Start Term Measure
facilties i.'n September, t94iNresulted in the segregation of a
pile of visj_tA9.1_y cAntaminat d 'sails. The pile is about l.E' x
8' x 41 and is has a plywood bottom to prevent mixing with the
soil under it and has been covered with tarpulins.
We do not know how this soil is classified under, applicable
regulations. We have requested Penney Engineering to test it if
it is not a listed waste, but may be a characteristic waste.
The last word we had on this topic was to the effect that the
soil was to be held on site and remediated with whatever
technique is utimatel.y used on the site in general.
Given the current state of affairs, this pile of soil is not
currently subject to routine inspection by us. Additionally,
the pile is located on land belonging to others who wish it be
removed.
This letter does not request any action or approval of action by
your agency, but is intended only to constructively notify you
of our concerns. If any further action is required by us,
please feel free to contact us or Penney Engineering directly as
our agent.
Yours very truly,
Bill Haynes
