Cook, Inspector of Buildings RE: 11 Shawmut Avenue Property Regarding your memo involving the above recently acquired property, I would like to recommend that you make contact with the individual(s) residing at this address and set up a time when the appropriate Department Heads can do a joint inspection. This would be less inconvenient for the tenant. I think that would be a more appropriate way to handle the inspection. BMC:jc Cc: Scott Leite John Sullivan Robert Bellavance Richard Towne memorandum Town of Mansfield Health Department To: John D'Agostino, Town Manager From: Scott Leite, Health Agent Subject: 11 Shawmut Avenue Date: March 13, 2003 As requested I have performed a housing inspection today at 11 Shawmut Avenue. Several weeks ago, I sent letters to the occupants of the dwelling explaining the circumstances regarding ownership of the property by the town and requested the occupants contact me to regarding housing inspections. At this time I have heard only from Mrs.Fales. Housing habitability standards are part of the Sanitary Code, which is administered by the Board of Health for the Massachusetts Department of Public Health. The purpose of the housing code is to ensure that the housing stock in the Commonwealth is maintained to a standard that protects the health and well being of its citizens. The basics of the housing code are to insure sanitary standards, such as the ability to bath, store and prepare food and maintain body functions. It also makes sure that water, hot water, heat and electricity are provided. The code extends to the correct installation and maintenance of the electrical, water, waste water, heating and mechanical systems. It also requires that the maintenance and weather tightness of the structure is maintained. All matters of egress all the way out to the street are address in the manner of their safety and maintenance. The storage of rubbish and garbage are part of the housing code. The code also addresses the environmental concerns of asbestos and lead paint. Should I find anything questionable in the structure, electrical, mechanical or plumbing systems, notification is given to the proper inspector of the Building Department. I have found the following at the former Fates property 1. Exterior stairways for the first floor need handrails and balusters. 2. The first floor living room suspended ceiling should be checked to make sure it is secure. 3. One first floor living room window has cracked glass. 4. The bath tub needs to be caulked. 5. There is asbestos insulation on the heating pipes in the cellar. 6. Since the building is about one hundred years old, the probability of lead paint being present is high. It should be noted that all paint is in good condition and that there are no children living there. Items 1 and 2 should be addressed immediately, the remainder can be addressed at the conclusion of the inspection of the second apartment when I return on the 24"'.
