Oil released from the tank seeped into the dirt floor of the basement. Soil borings and monitoring wells installed around the perimeter of the house indicate that the oil has not escaped from beneath the house. The basement has been continuously ventilated to prevent indoor air quality impacts. A structural engineer was retained to develop a plan for excavation of soil in the basement. A scope of work to perform the soil excavation has been submitted to the homeowner's insurance company, and it is expected that the excavation will proceed soon. The April 3, 2006 revision of the MCP requires, in 310 CMR 40.1403 (3)(h), notification to Chief Municipal Officer and Board of Health at the time of "the submittal of a Release Notification Form to the Department pursuant to 310 CMR 40.0371.
