February 3, 2021
Present: The members of the Select Board all participated remotely via using GoToWebinar: Mr. Frank DelVecchio,
Chairman; Mr. Neil Rhein, Vice -Chair; Mr. Jess Aptowitz, Clerk; and Mr. Steve Schoonveld. Mr. Kevin Dumas, Town
Manager and Mr. Barry LaCasse, Assistant Town Manager/Finance Director also participated using the GoToWebinar.
Mr. Trowbridge was not present at the start of the meeting but arrived at 5:40PM.
1. Call To Order Select Board Meeting- Pledge of Allegiance
Chairman DelVecchio called the meeting to order at 5:3013M. He then asked those present to state the Pledge of
Allegiance. He reminded everyone that the meeting was being broadcast live and taped for future broadcast on
Mansfield Cable. Chairman DelVecchio read a statement and provided an email address and phone number to those
watching directing residents to send their questions in, and they would receive a response within twenty-four hours.
Chairman DelVecchio asked for a moment of silence for the Aptowitz family as Mr. Aptowitz lost his father-in-law.
5. Update from the Board of Health
Chairman DelVecchio welcomed Antonia Blinn, Chair of the Board of Health and Health Agent Amy Donovan -Palmer
for this agenda item. Ms. Blinn provided an update on the Board of Health and first noted how important Public
Health has been over the course of the last year. She noted the amazing collaboration amongst the fire department,
school department and school nurses during this pandemic. She explained the regulations that the Board of Health is
responsible for and the items they were focused on. Ms. Palmer commented on how helpful the Board of Health has
been in doing inspections and checking on things that come up on weekends when she is not around. Ms. Blinn also
thanked the Police with their help in some of the enforcement of the COVID orders. The Select Board asked a few
questions. Mr. Schoonveld stated that the Board should look into adding members or help to the Board of Health.
Ms. Blinn stated that she would not want less than five members but was unsure of what the process would be as it is
stated in the Charter that the Board of Health has five members. Ms. Blinn noted that the department could use more
resources. Mr. Trowbridge commented that the experience of the Board of Health members is probably the most
comprehensive of any prior Board that he has seen. He also noted that it was probably at the most perfect time to
have this work experience on the Board of Health given the pandemic. He also agreed with Mr. Schoonveld on adding
alternates to the Board of Health. Mr. Aptowitz recognized the amount of time the members are spending on their
own time to help the Health Agent and kudos to them for their efforts.
4. Discussion of COVID Violations of Sake Steakhouse and Consideration of Enforcement Action
Mr. Dumas stated that Sake Steakhouse was fined for two separate instances in the amounts of $3,700 and then $900
by the Board of Health for COVID violations. Sake had more people than allowed in their establishment at one time
under the State's COVID orders for operating at 25% capacity. Mr. Dumas stated that there is an opportunity for the
Select Board to take up this issue under the Governors orders because they issue the alcohol license. Sake was
notified and if the Board would like to take any additional action they may. Mr. Aptowitz asked if Sake paid both
violations and believes that the Board of Health did their due diligence and did not want to revoke their liquor license
as that may put them out of business. Mr. Dumas answered that they had paid both fines. Mr. Schoonveld noted that
they also have an entertainment and common vic license through the Select Board and the Board has the authority to
shut down their business. Mr. Schoonveld stated that he wanted to ensure that the bar is being managed properly
under COVID rules. Maggie from Sake was present on the webinar and explained how they are following COVID
regulations now and apologized for the violations. Mr. Trowbridge suggested that the Board issue a written warning.
The Board shared in agreement that a monetary fine or revoke of their licenses was not necessary,_,
Motion: To issue a written warning for Sake Steakhouse for their alcohol, common vic and entertainment licenses.

7. Discussion and Consideration of SERSG Intermunicipal Agreement
Mr. Dumas explained that SERSG is a buying group that consists of twenty-five municipalities and that Ms. Moira
Rouse handles all the bids that would otherwise be handled by each municipality individually. Thisallows for better
pricing for services and goods and offers a great benefit to the Town. Ms. Rouse, Regional Administrator of SERSG and
Ms. Christina Collins, DPW Manager were also present for this agenda item. Mr. Schoonveld asked what the cost is to
each municipality to belong to SERSG and she explained that this group was formed 25 years ago and was part of a
different planning council. She explained that dues were originally around $3,500 and are now $4,100 and because
she is a tenant here at Mansfield Town Hall it is in exchange for the dues. Ms. Rouse provided a cost savings analysis
of heating oil and gasoline and the group pricing has saved the Town $5,800 on just those two-line items in 2020.
Motion: I move that the Select Board vote to reauthorize and amend the Intermunicipal Agreement that created the
Southeastern Regional Services Group (SERSG) so as to extend the term of that agreement for a period of twenty-five
years from February 1, 2021, subject to any rights of termination or withdrawal, with all other terms of the original
