Ms. Goldson thanked everyone for attending the
Ms. Goldson explained the project schedule; the team has completed Phase 1 and has produced
an Existing Conditions Analysis for each Master Plan element. Tonight is the beginning of
Phase 2, with the goal of having a final product for the 2020 Annual Town Meeting:'
The Goldson team held a series of focus groups earlier in the summer, took a tour of Mansfield,
and are now preparing for the public workshop on October 19. The team presented a summary
of the main takeaways from the focus groups.
Ms. Callahan went over the information in the Existing Conditions Analysis, which highlights
trends and challenges and includes an in-depth inventory and conclusions. She said the purpose
was to get a sense of what Mansfield is like today, how the community has evolved over time,
and challenges and opportunities over the next 10 Years.
The Existing Conditions Analysis looked at population trends; population increased in the 1980s
and 1990s, but has now leveled off. The older resident population has grown more than the rest
of the state or county, which is projected to continue through 2030.
The Housing element found the majority of households are family households. Mansfield has
permitted more multi -family units than other neighboring communities, but the majority of the
town's housing stock are still single-family. Mansfield has one of the highest incomes in the
immediate region.
The Transportation element found Mansfield residents tend to work outside the community.
Mansfield has the second busiest train station on the line, but most residents drive and most
commuters drive alone.
The number of jobs in Mansfield has increased 11%. Mansfield's family income is higher than
most of surrounding communities, and housing is still relatively affordable.
The group discussed commuters and whether more people don't take the train because there isn't
enough parking, as well as issues of resident and non-resident parking. It was suggested the
consultants collect more local data.

The group discussed the following questions in groups.
Do any findings surprise you?
Walter - Number of seniors projected over next 10 years, will need different services; question
number of people using the trains station
Brendan — view of housing prices as affordable (JM — whole region is unaffordable, but
Mansfield more affordable compared to other)
Matt and Amy — steep increase in aging population
Joe — aging population percent seems high; percentage of commuters going to Boston seems
lower than expected
Bill- shrinking young population and school services;
Do any of these raise or change your concerns about
years?
Brian and Peter — not enough affordable housing; how s
help offset the aging population
Mike and Don — senior housing needs, school consoli
affordability. Will single family homes turn over and
in their homes?
Which of these are you most interested to learn more
Jeri and Sara — what options can we focus on moving for
Diana — how to make Mansfield downtown a destination
not torn down and keep small-town charm?

Next Steps
Anna - Send comments. using Matrix included with the existing conditions analysis by 9/23 so
Goldson can keep track of and respond to comments. One comment matrix for each chapter and
will respond. Will bring contentious issues to the group to discuss. Can send a redline and clean
versions to the group. Jenn - Changes that are most meaningful are when people ask questions
about how conclusions were reached, or bring up issues they think were left out.
Phase 2
Thinking about the future, where does the town want to go, priorities over the next 10 years.
Will hold the public foram Saturday, October 19 10am-lpm, will meet October 30, then will

draft a Vision Statement and Goals, to be delivered before the November 13 for the November
20 Master Plan Committee meeting. At that meeting, would like more people from the
community to attend and engage with the process. Will revise in December.
Vision — aspirational view of what we want the community to be like in the future
Goals — what are the priorities of the vision? components of the vision — conditions we are
aiming for
Phase 3 will be Strategies — how to get to the vision? What can the
priorities are a focus over the next 10 years?
Identifying community vision and goals through conversatic
gathered. Will structure the community forum as a series of
important things to help people understand the issues, create
those issues, work out an approach that explores inter-relatic
community values.
Community forum will be structured as an open house w
drop in throughout the event, several different activities,
presentation. People can stay as long as they want. Will

Walter MP every 10 years, shouldn't be afraid to look at longer -term things. Shouldn't be
afraid to look at things beyond what we normally do.
Don — 2008 Master Plan is online, includes list of goals, most of which have been accomplished.
Discussion of having the existing conditions analysis at the public forum, will have "cliff notes"
version; Jenn — send comments, will see how much they can do before the forum; asked
members to let her know when they return the matrix if that is ok to make available to the public.
Anna — all of the consultants will be at the public forum to help explain the analysis to the public.
