Review of Ongoing Proiects
Parklette Update: Mr. Dumas stated, we have Craig Miller, of Waterfield Design Group, under contract to
provide recommendations and a presentation to the Committee based on the location, site history, and
available space. We anticipate that he will have something to present at the next meeting. Mr. Rhein asked for
an update on the Eagle Scout Project. Mr. Dumas let the Committee know that the scout will be pursuing a
project of building large lawn games for Parks & Recreation Department instead of the previously suggested
calisthenics area at the parklette. Mr. Dumas stated that he had met with the scout and discussed the possibly
longevity of the park project and the scout make the decision to create the games instead. Mr. Rhein asked if
there were thoughts about what kind of sign would be placed at Harry Chace Place. Mr. Dumas asked Mr. Rhein
to see if he could find the template of Lou Andrews' draft of the signs. Mr. Dumas offered that maybe it should
be the same size sign as was done at Fulton Pond. Mr. Rhein offered to send the drafts out to everyone.
Fulton Pond History Panel & Pad: Lee Azinheira told the group that the new panel will be up by the end of the
month. They have some concrete that needs to be poured, so they will do the pad for the panel at the same
time. DPW is also putting in pads for two new benches at Fulton Pond as well. Mr. Dumas asked Mr. Azinheira
to note that the tree that was moved needs to be pruned. He added, it is the one that is closest to the ranch
on the river on the pond.
N. Main Street Public Parking Lot: New Electric lines are line are complete. The light bases are in for the lights
on the walk way. Mr. Rhein suggested that there be some signage near the N. Main Street public lot letting
people know that there is a path there to Fulton's Pond. Mr. Dumas state that he has reservations about
sending pedestrians through a parking lot without proper delineation. Mr. Dumas suggested that we actually
send people through Fulton's Place instead. Mr. Azinheira suggested putting something at the top of the path.
Ms. Ashman Collins noted that any signs put in place should make it clear that the path is for pedestrians, and
that it is not a vehicle cut through. Mr. Rhein asked if the lot could be striped. Mr. Dumas stated that there
should be a dedicated space to keep pedestrians safe. Mr. Rhein suggested that we take some photos and
discuss possibilities at a future meeting. Mr. Dumas offered that we might be able to replicate what was done
at the Barrow's Lot. Mr. Dumas asked Ms. Ashman Collins if she would be willing to meet with Lee to take
another look at that lot once it is graded and the asphalt goes down. Lee said he would set up a date and time
with Ms. Ashman Collins for the next week.
Old Colony Dumoster Enclosures: The paving is scheduled for final paving November 12th so all the other work
will need to be done before that date.
Old Colony Road: Mr. Azinheira stated that the area all the way to Samoset will be paved. And the lot at 214
Rumford has already been taken out and the grading will be done this week. The paving there will be done at
the same time as the other paving. To maximum cost effectiveness, DPW has scheduled all the small work on
the same date, so it is scheduled for grading and base paving on Friday. No. Main/Thomas/Old Colony has to
be milled to bring down the grades in a couple of areas for the water to flow. This milling work will be done on
October 26`h, they will do the adjusting of structures on October 27th, and then pave at night on October 28.
Mr. Azinheira continued, the trees have been planted and he noted that there is a gap in the line of trees and
that is because there is an overhead canopy from existing trees. Ms. O'Connell stated that the area looks really
nice on N. Main and Old Colony. She added that several neighbors have noted that the additional lighting is
great.
North Common — Mr. Rhein suggested that the North Common get a sign that reflects its real name — Lowney
Common. Mr. Dumas stated that he agrees and that the sign should be the same style as the South Common
sign. Mr. Dumas asked Mr. Rhein to send him the contact info for the sign company so he could get a quote.
Barrel covers in the center of Town: Mr. Azinheira stated that DPW put the covers on the barrel that are most
problematic. He said, since they seem to be working they will probably be added more. Ms. O'Connell stated
that the cover on the barrel near the Cat Man Cafe is missing the cover. Mr. Azinheira stated that most likely
it was stolen, so he will look into it.
Shared Streets & Spaces Grant: Mr. Dumas shared the proposed Shared Streets signs that will be installed from
214 Rumford to East Streets. At Court Street, Park Street, and East Street there will be the proper pedestrian
signs and flashing beacons at Park Street and East Street because of the amount of vehicle traffic there. The
project plan is to have those installed before winter.
Ms. Kathy Seery -Lee arrived in the meeting at 5:20 pm
Next Meeting Date: Mr. Dumas suggested Thursday, November 191h and Thursday, December 3rd at 4:30 pm
for the next meetings. Everyone in attendance agreed that this date worked.
