Alves, Jr. PE, Town Engineer/Assistant DPW Director/ -CA DATE: January 20, 2021 SUBJECT: Site Plan Application, 125 High Street, Proposed MMED Storage Garage Note: Site Plans and Drainage Calculations submitted by Samiotes Consultants, Inc. dtd. 11113120, The Engineering Division provides the following comments, recommendations & questions: 1. Please highlight the top of bankand'base flood`elevaiion lines on the plan set. 2. Please indicate the location of accessible parking within the parking lot. 3. Drain pipes should match crowns. 4. We recommend the 8" PVC drain pipe that runs 62 feet be changed to Ductile Iron Pipe due to lack of minimal cover over the pipe. The 8" DI is permissible due to the outlet pipe being of the same diameter. 5. We recommend against using a trench drain as, in our experience; they frequently clog and cease to function properly. 6. The Town requires mulch socks be used in lieu of straw wattles. Questions: 1. Is sewer service being brought to the building? If so, please indicate on the plan set. 2. Does the 6" PVC pipe running under the slab meet Plumbing Code?. 3. Is there any increase in disturbance within the Riparian Zone? Burke Director of Planning and Development I1T/i_i\ ["1, \ll_ 1"jiI TO: Robert J. Blackman, Inspector of Buildings/Zoning Enforcement Officer FROM: Shaun P. Burke, Director of Planning and Development DATE: November 17, 2020 SUBJECT: Site Plan Application — MMED Storage Garage - High Street/West Church Street I have reviewed the above -referenced site for conformity to local by-laws, in the Mansfield Zoning By -Law and sound planning practices, and offer the following: 1. The proposed municipal use is allowed in the underlying zone, Industrial 3 (I3). 2. The proposed building meets both the required setbacks and FAR for the underlying zone. 3. The building as shown appears to be storage only. If there will be office space or other similar uses proposed, they should be shown on the plans. 4. The site is, for the most part, within the 200-foot outer riparian zone. 5. Approximately one -quarter of the site is within the 100-foot inner riparian zone. The proposed building appears to be wholly within the 100-foot inner riparian zone. 6. The proposed building abuts or lies within the 100-year floodplain zone, the "AE Zone." 7. The rear of the proposed building abuts the 25-foot Conservation Commission No -Touch Zone. 8. The applicant should consider relocating the proposed building to the opposite, or west, side of the site (a mirror image to the current proposal). By relocating the proposed building, the issues raised in items 4, 5, 6 and 7 above would be addressed. Phone (508)261-7363 Fax (508)261-7343 Emailsburke@mansfieldma.com 9. With a minor image of the proposed building, the rear of the proposed building would be accessible by the Mansfield Fire Department from West Church Street, although there is a chain link fence at that location from the public way. 10. Is the site subject to an Activity Use Limitation (AUL)? I am concerned about excavation for the proposed rain garden. 11. Is there a fire hydrant located on site? If not, there should be at least one located within the fenced area. 12, Will there be any lighting on the building itself? Is so, lighting should be shown. Municipal Clearinghouse The Planning Board, under the Town's Home Rule Charter, must make a recommendation to the Select Board on all municipal projects. Based on the proposal and the site suitability, I think Planning Board support should be offered to the Select Board on this project. While the building could be relocated on the parcel, the need for the equipment building is clear and the proposed use is the same or similar to the existing use. The parcel, located in the I3 zone and subject to an AUL, will be substantially improved by the site work, stormwater management improvements and indoor storage of trucks and materials. If you have any questions or would like to discuss any of the above in further detail, please feel free to contact me. SPB/id
