4. Review the status of the FY2022 Draft Budget
Mr. LaCasse stated that he sent the members a FY2022 General Fund Summary. He explained that the
summary has lots of assumptions and the deficit is at $1,684,686.39. He stated the Governors State Aid is
typically available in January, but it may be delayed due to COVID. Mr. LaCasse stated that he level funded
receipts to FY21's budget and he took a reasonable assumption for new growth from the assessors as well as
some of the other expense items that are on page two of the handout. The committee members asked Mr.
LaCasse a few questions. Ms. Murphy stated that the School Committee did have a budget subcommittee
meeting last week and Ms. Jenn Walsh and Ms. Lynn Cavicchi have seen some of the school budget. Ms.
Murphy stated that she has been directed by the School Committee to stabilize the district. She stated that
the learning is a concern because of all the school missed in the spring and that the children were in school
half the time now. She added that the students emotional and mental health is also a concern and that the
school has to meet those needs at a lower level than they are used to. Ms. Murphy also explained how the
revolving accounts have taken a large hit this year. Mr. Dumas stated that the charter states that a budget
needs to be posted on January 15t and he will meet that requirement, but it is not the "real" budget and there
will be a lot of work that will be done as there are many unknowns. Mr. Dumas noted that the state is just
approving the FY21 budget now and they have not provided any guidance or information for FY22. He also
stated how challenging staffing is on both the school and town side and it will impact how FY22 is budgeted.
