Budget Subcommittee Meeting
Minutes for February 27, 2020
Superintendent's Office
A meeting of the Mansfield School Committee Budget Subcommittee was opened and called to order at 4:45 p.m.
SC Members Present: Lynn Cavicchi,lenn Walsh
Others present: Teresa Murphy, Superintendent
Ed Donoghue, Assistant Superintendent, Finance and Operations
1. Approval of Minutes: Minutes from 1/16/2020 were approved, 2-0.
2. FY21 Budget
Ed Donoghue gave a brief overview of the FY21 budget presentation, which would be shared at the town -wide Budget
Subcommittee meeting later this evening. The proposed budget request for FY21 is $53, 252,363, which represents an
increase of 3.13` a over the FY20 budget.
3. Special Education Stabilization Fund policy
The group discussed a draft policy based for the Special Education Stabilization Fund, based on one from Cohasset, that
outlines the process to allocate funds and the process to request funds transferred out of the stabilization account. Once
the draft is finalized, it will need to go to the School Committee, Select Board, and Finance Committee for review.
4. Internal Controls Manual for Federal Grants
Ed gave an overview of the district's Internal Controls Manual for Federal Grants, which was developed in response to the
town's audit report and in order to be compliant with federal grant requirements.
