conunittee chair position and suggested Mr. Annino to be the new chair. Mrs. Doherty
recommended Mr. Epstein for vice -chair
Motion: Make Doug Annino the new chair position and Evan Epstein the vice -chair position for
upcoming term of MBC (Doherty/Paquin). Vote is 6-0.
2. OPM report
Mr. Ahern went over the following monthly progress highlights for October 2020 as a follow-up
to the February 2020 OPM Report:
Buildings:
• Millwork Quality items: credit of $4,640.00 from contractor accepted — re -inspection
shows work not complete; however work was completed but not documented in time to
be noted in latest AWI report. Information submitted. Mr. Milani sent letter to AWI for
final complete report.
• Site Survey and As -Built: completed
• Mugshot Wall: credit accepted $1,000
• Snow Guards ALT 3 — credit accepted $1000
• Elevator Maintenance — warranty extended 6 months until December 2020 at which the
Town's contractor will take over
Intersection Work:
• Roadway, landscaping and fence work completed
Update on Site directional signage:
• Site signage design was previously completed and submitted for pricing but the
contractor hasn't responded and Mr. Ahern noted this wasn't part of the original project
scope and was a request after opening the complex fully. Mr. Ahern stated that he has
spoken to Mr. Dumas whom would like to see the site signage aspect added to the
project. Mr. Ahern stated he will get back with Mr. Annino and Mr. Dumas whom he
originally worked on this request with. Some committee members questioned the need
for the site signage and asked if we really needed to expend funds on this item. Mr.
Ahern Stated he has held $10,000.00 in the budget allocation for this item.
Outstanding expenses:
• BBBC Final requisition at $10,360 —holding funds to ensure completion of punch list
items
• NV5 at $1,080 — final report pending acquiring preliminary submittals from
subcontractors being retrieved by BBBC/Town
• Payroll at $2,800 — COTW wages for completion of punch list & warranty items.
• Site signs for traffic direction around site at $10,000 — discussed above
• Apparatus bay speakers at $7,500 — request by Fire Chief that Apparatus Bay Speaker
height be lowered to improve quality of broadcast — Signet recommends lowering freight
as possible solution. Mr. Ahern talked with GGD and that may not solve the problem
(echoing). Mr. Ahern will look into this further and have an onsite meeting with the
engineer and Mr. Desrosiers.
• Electrified Door Hinges at $2,200 — multiple failures due to poor product design and / or
improper installation — BBBC has agreed to provide replacement hardware at no cost and
manufacturer's rep on site to demonstrate proper installation (thirteen of them) — Town
has agreed to provide installation to be overseen by manufacturer's rep with connection
by Signet
MBC Meeting Minutes November 01, 2020 77777
Cabling for Media Outlet at $2,500 — interior outlet box in EOC had to be relocated to fit
in wall — therefore cables had to increase to 50 foot cables in lieu of 6 foot cables — a
fiber connection will be added to array — labor of original contract was traded for interior
raceway between two boxes because timely solution was not received (ill-fitting wall) —
work will be done at same time as Apparatus Bay speakers. Dave will do some research
form broadcasting cable on using wireless options.
Removal of Stones around PS Building Main Entrance at $6,750 — at request of Town
Manager & Police Chief, 2 inch to 3 inch decorative stones will be replaced with pea
stone so larger stones can't be used as projectiles in the future
Miscellaneous Unplanned at $2,800
Mr. Ahern would like to close out the project by paying the BBBC final requisition and
outstanding expenses as shown above. Only electrified door hinges cost is presently committed
to towards Signet. If payments are made as request, the project will close out with $132,235.00
remaining of authorized $35,000,000
Mr. Paquin mentioned some possible drawbacks to apparatus bay speakers and asked for Mr.
Ahern's opinion before committing to money. Mr. Ahern recommended not moving forward
without a better recommendation from the engineer. He mentioned dropping the speakers several
feet to the estimated height of the Plymovent system, but in preliminary discussions with the
engineer, they don't believe that will solve problem. Mr. Annino suggested lowering the
speakers to average car height which may help. Mr. Ahern noted that engineer said fire apparatus
bays are inherent of this problem but it will be looked into closely in the future. Chief Desrosiers
concurred that lowering the speakers may be helpful and agreed to get the engineers
recommendation before proceeding. Mrs. Doherty asked both Chief Sellon and Chief Desrosiers
what they thought of the building overall and if they had any items to bring up in relation to the
new public safety building. Chief Desrosiers stated he had a small roof leak but it had been
addressed otherwise everything was great. Chief Sellon said the completed building has been
great overall but noted it hasn't been fully utilized yet. Mr. Barry had several questions,
concerning the inugshot wall, site signage, and landscape stones. Mr. Ahern answered all Mr.
Barry's question. Mr. Annino asked about the hinges and who owns them; Mr. Ahern explained
that the General Contractor supplied them and they were wired by a town hired security vendor.
Mr. Annino asked about the price and Mr. Ahern explained the compromise due to the
uncertainty of the actual hinge cover install. Mr. Ahern said the interior hinges are working fine
but are a totally different style. Mr. Annino asked about warranties and needing a list, and Mr.
Ahern replied they were taken care of and he will supply a wanamee list to the committee. Mr.
Epstein asked about the remaining $132,235.00 remaining budget and asked if this was being
used to reimburse any other town accounts. Mr. Ahern said other town accounts were not part of
the budget. Mr. Epstein asked if it'll be redistributed and returned, and Mr. Ahern said it's up to
Mr. Dumas and the select board.
Mr, Ahern said he can close some items out mentioned above in expenses. Mr. Barry suggested
items not expended have a limit not to exceed.
MBC Meeting Minutes November 01, 2020 1
Motion: Approve following expenses above for total of $28,490. They include BBBC final, NV
5, payroll, site signs, door hinges, cabling, miscellaneous, and landscape stones; they are not to
exceed and any further money brought forth to board. (Paquin/Barry). Apparatus bay is excluded
notably. tote is 6-0
3. Project Budget Update
Mr. Paquin referenced the project budget summary. Next warrant is presently $0. Contract
obligations is $14,240. Miscellaneous is $31,750 (outstanding liabilities voted on except
apparatus bay).
4.Owners Project Manager overtime
Mr. Paquin mentioned the history of the OPM position. He commended Mr. Ahern and noted his
many additional overtime howl. He would like to ask for the total amount to be paid from the
remaining project funds and the committee to make a recommendation to Mr. Dumas and the
select board on the committee's consensus to pay Mr. Aherns overtime, that was generated from
this project. Mrs. Doherty felt the building committee shouldn't be authorizing or acting on this
subject because she feels its outside their scope as defined by the town charter. Mrs. Doherty
stated she has no issue with the overtime but believes that its more of an employer/employee
item and should be handled as such. Mrs. Doherty would rather return the remaining project
budget it in accordance with past precedent on similar town projects to the select board. Mr.
Paquin and other committee members felt the compensation for overtime is justified, but again
Mrs. Doherty would prefer it be between employer/employee. Mr. Dumas stated he would like to
pay this item off and has withheld the amount in accordance with the union contract.
Motion: Return total of $132,235 back to the town to see fit, with recommendation to the select
board that outstanding financial obligations of Mr. Ahern be taken care of by the town manager
(Paquin/Epstein). Vote is 5-1 (Doherty nay).

Sheet Fire Station project is completed and final payment will be processed next week. Mr.
Ahern mentioned 2 upcoming water department projects and stated they will be pending funding
